The 140 thousand-euro transaction between Mergim Lushtak and the beneficiary businessman of tenders from the Sslipered Community under investigation by the Prosecutor

The owner of the company “Isa S.P.K.”, Rrustem Dobra, in a response to Inseder said he did not accept any official notice that he is being investigated by the prosecution.
However, he confirmed there has been an transaction with MP Mergim Lushtaku, stressing that it is about a regular trade in property.
According to Dobres, in 2022 he sold Lushtak a land with a completely unfinished house worth 140 thousand euros, while the payment was paid through the bank.
I inform you that I have not received any official announcement from competent bodies to date concerning any investigation into me. In 2022, I made a regular trading of a property (land with unfinished homes) worth 140,000 euros. The deal is formalised by contract and the payment is conducted through the bank, in line with legal procedures in force. It has been a common civil relationship to me and completely legal. If competent institutions require any clarification, I am willing to co-operate”, he said.
Even MP Mergim Lushtaku claimed to have bought land from Dobra.
According to the declaration of property published in 2025, he has continued to owe his property since 2022, while he has declared that he has 15 thousand euros left to pay.
Despite that, it figures he has over 20,000 euros in bank savings.
Drustem Dobra contractor of the municipality
In 2024, when Sami Lushtaku was deputy chairman and Fadil Nura mayor of the municipality, a tender for more than 1m euros for the asphalt of roads in the villages of Cline, Polac, Mackerrmal, Tica, Upper Copiliq and Rakinica was awarded.
The contract was won by the company “Isa S. P. K” in consortium with several other companies, while the document was signed by the Dobra Street itself.

A year earlier, in 2023, the municipality had also made a <x0-3-west”.
Company “O M ER & NILLIST”, owned by Isa S.P.K., had obtained property from the municipality for the construction of the bus station.

The municipal property given to the project has an area of 10,810 m2.

According to the contract provided by Insander, this property has been allocated for use for 35 years through the bidding negotiation procedure by the mayor of the municipality.
