The Trump plan has so far drawn cautious reactions from Western allies, as diplomats say it could undermine the work of the United Nations.

On Thursday, Trump is expected to chair a ceremony to celebrate the new Council in Davos, Switzerland, where the World Economic Forum is under way.

According to Reuters, Italian Prime Minister Giorgia Melon, a right-wing leader who has good relations with Trump, is unlikely to go to Davos.

The proposed council will be headed by Trump and will begin by dealing with the Gaza conflict before expanding into other wars. Member states would have to pay a $1 billion fee each to gain permanent membership.

Under the Italian constitution, Italy can join international organisations that provide “peace and justice among nations” only “under equal conditions with other states “, a condition incompatible with US primacy in the new council, according to Corriere.

Invitements to join the council have been sent to some 60 countries, but only a few, including Hungary and Israel, have so far been accepted without reservation. Adding concerns among Western allies, the Kremlin said this week that Russian President Vladimir Putin was also invited.
