The former head of Hysen Durmish, VV militant “cap” the semi-million tender in August, allegations of legal violations

When citizens celebrated the New Year, the Ministry of Education was making sure that 539 thousand euros would go to the right address.

“Globe GROUP” is the company the ministry awarded contract to “Construction of the physical educational Hall at SHFMU “Mastafa Bakija” in Gjakova“.

According to the tender file in the race there were six companies.

Education Ministry Charged for Legal Sins

A company has filed complaints to the Procuring Organisation (OSHP) against the Ministry of Education, over the tender for “construction of the physical education room at the SHFMU Mustafa Bakija] in Gjakova”.

Pollsters claim that the Ministry of Education (Contactual Authority) has deliberately violated principles of transparency and equality by publishing the decision to contract on December 31st, 2025, right on the eve of the end-of-year holidays.

According to companies, this unusual time-election has been aimed at limiting the legal deadline to exercise the right to reconsider, reducing it virtually in just one day of effective work.

“The AK during the assessment and comparison of tenders has not correctly implemented all provisions of Law No. 04/L-042 for the Public Procurement of the Republic of Kosovo, amended and met with law No. 04/L-237, law No. 05 L-068 and law No. 05 L092. Besides, AK has not respected the demands of the tender file that it itself submitted at the beginning of this procurement process.”, in complaint.

Another claim relates to blocking access to the tender documentation. Although companies had requested official access since January 3rd, 2026 through the e-Procure platform, they declare that the ministry has not opened or reviewed the application until legal deadlines expired.

The complaint points out:

• The request was estimated only with a sign of verification () which, according to the platform, proves that the document was sent but not read by the institution.
• The documents were sent to the complainers on January 7th 2026 through email, off the official platform, and after having expired the deadline for review.

“Unreading and failing to approach this late phase of the last day of the deadline has made it impossible to exercise real and effective the right to reconsider. Even if the Accounting Authority provided access in the remaining hours of the day, exercising this right would be objectively impossible, due to the need for physical consideration of the documentation of competitive economic operators, evaluation process analysis and preparation of a legally argued request.“, in complaint.

In the end, the company demanded that the subject be re-evaluated.

Company connection with VV

Minister Hysen Durmish, in his CV, wrote that he worked as manager in Company NNP “Sopi” in 2009 -2010, owned by Naim Sopi from Suhareka.

Sopa gave up being director and shareholder at Sopi Company in June 2023, closing the N.N.P. company. “Sopi” and the same day that it's gone, it opened the company “Sopi group S. P. K”

Now in this company, there's only one contact person, and the shares are shared by his two children, Sami and Abdul.

Sopi had closed the company shortly after being disqualified by a tender at the Environment Ministry.

It's the “dam building system monitoring existing dams and the feasibility study of 3 new dikes”. In fact, he had been able to declare himself the winner of one of the three contracts for this project, but after an assessment of the tender that had been done once again because of complaints, he had been verified as failing to meet the technical conditions for similar contracts realised in the past three years as required and disqualified by the race, opening the new company.
