The Kurti Government's decision to compensate for school textbooks for students in Kosovo should be an important step to ease the parents' financial burden and ensure equal access to education for all children.
However, the disturbing fact is that this decision also includes financing textbooks for those who attend learning according to Serbia's plan-program, including children born in Kosovo from the Serb community who follow lessons with this program plan.
Concern is not the policy of subsidisation, not differential, but the fact that this community is educated according to the plan -- the parallel teaching programme of Serbia, and actually the books are received by the Serbian government. Then, as Kosovo citizens, they also use the right to apply for subsidisation by the Government of Kosovo books and information that they actually take from Serbia, which raises major concerns about how these funds can be used by the Serb community in Kosovo.
It is very disturbing that these funds, destined to support child education, can be used for other purposes by members of this community, such as to buy weapons that could then be used at barricades against institutions and the legal order of the Republic of Kosovo. Such a situation is not just a danger to public safety, but it undermines every effort to create a stable and peaceful society.
It is unacceptable that the Government of Kosovo, at the same time promoting the sovereignty and integrity of the state, finance educational materials belonging to an educational system of another state, which continues to undermine Kosovo's independence. Moreover, the fact that these students hold instruction even on the day of Kosovo's declaration of independence, officially holiday, a marked day for our state and people, shows disrespect and recognition for Kosovo's citizenship. Moreover, in those textbooks and curriculums it is taught that the Kosovo Liberation Army “is a terrorist organisation that has violated the constitutional order and the territorial integrity of Serbia and the RFJ, and that as the Serb playful citizens must be dedicated to the holy war for Kosovo and the Serbian Metohija. ”
These lessons and plans programmes cannot be financed by the taxes of Albanian citizens and other communities in Kosovo.
In addition to legal, constitutional and security aspects, Kurti is lying this year for the quantity of tools, when he declared that the government allocates 7m euros for subsidisation of books and textbooks. If there are about 100,000 students in Kosovo at the 1-5 class level who are subsidised by 80 euros, that would be 100,000 ⇩ 80 euros is 8m euros. While at the 6-9 level there are about 100,000 students who are subsidised by 110 euros, that would mean 11m euros. So the total budget for subsidy should be 19m euros.
Such an approach by the Government is unacceptable and requires an immediate review.
Then, until Eastern Kosovo was protested for “identity dignity” to have “Books in Albanian,” Kosovo public funds should not be used to support educational programmes that refuse to recognise the country's independence, and for more, should not be used for activities that endanger the security and stability of the state.
Such an approach not only undermines efforts to build an integrated and comprehensive educational system in Kosovo, but also sends a wrong message for unity and devotion to national values. While we support every citizen's right to educate his children, we cannot accept that Kosovo public funds are used to support an educational programme that does not recognise our country's independence and sovereignty.
The government must review this decision and ensure that financial support for textbooks goes only to those students attending programmes approved by the Kosovo education system. If we want to build an integrated and equal society, it is imperative that our educational system reflect the values and aspirations of the Republic of Kosovo, including all communities, but without compromising the sovereignty and integrity of our state.
