This standard automatically made it necessary and over 50% voter participation in the elections, to achieve legitimacy and to consider the process successful. Is a democratic standard, yes it is. It's an elusive standard, yes.
This standard would not be achieved not only in northern municipalities, but with great question it can be achieved in any of Kosovo's municipalities.
Citizens of these municipalities, seeing that they were introduced with a process that could be missed and legitimised the mayors of municipalities who came with 100 mayoral votes, decided to avoid this legitimacy of the current mayors through their voter turnout. They also boycotted the voting process.

Therefore, Serbian citizens decided yesterday to reject and boycott the voting process, decided to protest politically against participating in a process that would legitimise the current mayors.
Institutions and the government of Kosovo are responsible for taking political and institutional action to downplay the reasons for the Serb community's political protest and offer as the only alternative, integration, and representation in institutions.
You cannot claim that you are serving an integration and democratic environment, ignoring political protest and promoting it as a democratic one, governing a majority community with the head of a minority and elected by 100 votes.
