Albanian Post: Lieburn Aliu of Naser Hafizi shut down the company “Arberia water Alps” debt of 2.2m euros for only 23 thousand euros

Among dozens of companies water storage that Environment Minister, Space Planning and Infrastructure, Lieburn Aliu, had pardoned millions through legal procedures along with its subordinate, Naser Hafizi, deputy director of the Regional Authority of the River Lakes, is also the company “Arberia sh.p.k. Water Alps”

This company, according to the think tank's estimates within the ministry, had accumulated 2 million and 11 million and 716 euros, only from 2010, when it was equipped with permission until 2016, how much pay per litre was 0.09 cents.

By 2016 onward, the company had accumulated debt of 226 thousand and 800 euros.

All this debt, totaling 2 million and 238 thousand 516 euros, Aliu and Hafizi had closed with only 23 thousand and 237 euros and 12 cents.

The company had made three payments, as shown by the customer's payment card, provided by Albanian Post. One in 2018 of 7 thousand and 874 euros, the other in 2021 of the 8 thousand 182 euros, and the last in 2023, with a fee of 7 thousand and 180 euros.

In the same folder, in the remaining “ ”, zero numbers are stored, alluding that the company has cleared the entire debt.

Thus, this company, with the legal assistance of Ali and Hafis, manages to flee millions' debt and continues to retain the 2010 permission earned in 2010 that provides it with the taking of 3.5 liters per second from Kosovo's water resources.

What had happened?

As in all other cases, the working group formed by the ministry on September 29, 2021, had calculated the debt for the Arberia water company Alps”, according to the formula specifying administrative instruction for the water pay structure.

The company in question had accumulated debt from 2010 to 2016 over 2 million euros.

The other feature, where debt accumulates between 2016 and 2021, has no figure at all. Because Hafizi hadn't sent this company to the processing group for this shit.

However, from the estimate of this part, according to the administrative directive, when an estimate of the payment value based on the Tekonico-investive documentation (water line) was made of additional debt of 226 thousand of 800 euros.

Aliu and Hafizi, through the already known method, instead of sending the company financial decision, as the law says, and, as the working group recommends, they submit to the company a preliminary decision announcing the debt of over 2m euros.

The preliminary announcement is made on March 28, 2022.

But, as is understood by documents provided by Albanian Post, a financial document and the financial card of the company, Hafizi issues a financial decision of just 8 thousand and 182 euros and 44 cents, which included only 2018/19, bypassing the millions collected from the early years.

Then, as the financial card lists explain, the same company is allowed to pay another seven thousand and 180 euros and 22 cents and receive a payment in 2018, total debt of 23 thousand and 237 euros and 12 cents.

In this case alone, with illegal violations with the company, Aliu and Hafizi damage the state budget by 2 million and 215 thousand and 278 euros and 88 cents.

This is just one of the cases of illegal surgery.

There are a total of 27 such companies that owe millions, but Aliu and Hafizi decided to enter personal calculations to cause losses that, according to initial data, are over 90m euros.

All this irregularities were reported on December 12, 2022 Kosovo Prime Minister Albin Kurti.

Mr. Prime Minister, asking you a lot of forgiveness in a situation where Kosovo is facing the Serbian aggressor, I am forced to write to you about a case that really requires your attention” was told Kurt at the email that Albanian Post provided, by a signal that understood what Ali and Hafizi were doing.

He was then explained in detail the matter and the thefts that were taking place in the ministry.

Kurt had not responded at all, and he had decided to take care of it despite the announcement.

Even after sending the message to the prime minister, Kurt was sent to a disciplinary commission to change his position.

Albanian Post He's been in touch with Hafizi, but he's been refusing to respond for more than a week, despite the initial promise I'll give an extended answer.
