The taxes are usually collected for public good. With public functions necessary as protection and security, education, health... but also infrastructure and development opportunities. The idea is to take a lot of profits from businesses, but you return 10 times that by creating opportunities for them to win even more.
This isn't happening to us. Tax taxes have been misunderstood and current logic is inadequate. When taxes are received and they are not returned to the best of businesses or even spent to return to the economy, they are no longer taxes, it is tribute.
If you take taxes from businesses and don't spend it, you only do damage to the economy. The capital is much better and multiplied in the hands of businesses than when those governments take them. Especially in cases where we have governments that have no capacity to create policy and development.
There are thousands of businesses that have paid tens of millions of taxes, but they have never returned to benefit their business. Even today, 25 million has a private sector, industry and exports budget, and over 1 billion are social aid! This is an analogy comparison of how many businesses turn to developing.
So in Kosovo we have a deep paradox. You charge businesses, but governments can't use them. This is a crime and it's damaging developmental potential. It is damaging the country's businesses and economy.
Thus, the government from an organ that needs to stabilise economic growth becomes an institution that is Penitentiating growth and development. It's always better money to stay in business and market than to move to the government without knowing how to use and use them.
A far greater disorder is taking place recently. ATK is fined and denouncing businesses that helped the sport. This is because some procedures in public institutions that are eventually undergoing only sport.
This business tax mentality is very harmful, and logic is neither economic sense. Some sports clubs, especially in handball, are also at risk of disappearing that businesses are now reluctant to support them, even though the law allows them.
This is an ominous economic mentality that is making business an environment even more difficult. So when the government boasts that it is collecting a lot of taxes, and on the other hand, it is failing to spend and use them in the best interests of businesses and the public, it is pushing more businesses and the economy.
The government, instead of punishing and fined businesses that have helped the sport, should help the sport itself and begin a process of reforming the structure. Sports should become an opportunity for development. Clubs cannot remain under municipal management, but must find forms of private sector integration.
Sport has at least 10% of the economy to increase by 2030. But not if we destroy them even more. If ATK fines those who are assisting the sport, thus scaring businesses to help clubs, hence bringing the clubs to a close.
This logic of tax collection without return to businesses is unfavourable and must change. ATK has to put aside its arrogance and not boast if it has collected too many taxes, which are not being invested and everybody is losing, mostly businesses. We should all be proud only when we have created tax policies and environments and good conditions that businesses are growing and improving the welfare of the public.
