MINT during 2022 has made payments worth 127,298 euros for 25 employees who are not registered for continued work and do not hold any activities at the ministry. This find is listed by the National Audit Office in the report for MINT with regard to 2022 financial mirrors.
By Decision No. 06/39 at 22.07.2015, the Government of Kosovo has approved the agreed conclusions of the Agreement that Brussels has agreed to normalise relations between the Republic of Kosovo and the Republic of Serbia for the integration of personnel from the former “Civil Minister”. According to the audience, through this decision, MTI had engaged 25 employees of the Serb community with the goal of integrating them into the system of the Republic of Kosovo.
These employees had never worked for MTI since 2016 when their acts were signed. Consequently, according to confirmations by relevant officials, there was no evidence of follow-up at work. The cost for 2022 for employed salaries for this category was 127,298,298,”, said the report.
This phenomenon is continuing to be present over the years, even though it has been repeatedly reported by audit reports. The ministry has yet to undertake concrete measures in the systeming, engagement and monitoring of this category of employees.
“The employee's payments in the absence of evidence for follow-up at work, and in the absence of commitment to performing official duties, are seen as unfair payments and undermine the ministry's budget. The minister must take all actions to ensure working conditions and regular follow-up at work, making continuous monitoring as envisioned by legal acts”, rated MINT.
We remember that Article 8 of the Order (QRK) No.12/20 for Labor Hour and Officials Breaks” determines that “during working hours all public officials are obliged to be at work. Each public official is recorded in the book of Lifeline at work or in the electronic registry“.
