Finance ministers from the Western Balkans will meet next week in Skopje for the plan for economic growth in the countries of the region, worth six billion euros, which the European Commission introduced yesterday.
When it comes to Serbia and Kosovo, there is a precondition for receiving funds in connection with the process of normalising relations.
Both Serbia and Kosovo will work separately to meet conditions for normalising relations and there will be no funds for them, even if they implement reforms but there is no progress in dialogue. Therefore, for Serbia and Kosovo, the basic precondition is normalising relations to secure funds.
If one party meets the preliminary conditions and the other does not, financial resources will pass the other side.
The payments under the four-year plan are planned every six months, while the first tranche is expected to be in next summer. A total of 6 billion euros are projected, two for grants and four in credit form. Any government can use EU funds at will.
When it comes to EU measures against Kosovo, according to a senior EU official, they are expected to withdraw before the start of the fund's adoption, provided Kosovo does what is necessary for normalisation of relations.
