Now there's an international commitment and guarantees. Under the Franco-German plan presented so far, there is greater unification of the international spectrum. This understate is not far from the possibility and reality of Kosovo even being recognised by Serbia. The purpose is to recognize and regulate the reports, but it is not binding or conditional.
