According to Qalajt Svechla, she missed: Terrorist attack targets civilians, not police army

Former Kosovo Police Director Rashit Qalaj has said the attack on police officers in northern Kosovo cannot be called “terrorist attack”. Qalaj has added that a terrorist attack is called only on civilians, not on police units.

When talking about terrorism definition, we need to be very careful. There's no very precise definition. But they all have one element in common. That the target must be civilian population. He also talked about the roads used for smuggling to the north. Qalaj has said police have repeatedly closed these roads, but they have been reopened later.
