Former Kosovo Police Director Rashit Qalaj has said the attack on police officers in northern Kosovo cannot be called “terrorist attack”. Qalaj has added that a terrorist attack is called only on civilians, not on police units.
When talking about terrorism definition, we need to be very careful. There's no very precise definition. But they all have one element in common. That the target must be civilian population. So the target must be civilian, not police or soldier. They're not disturbing me. We have seen them among Pristina. To me, it's shooting cops. So far we have 31 martyrs in the police, and many of them are fire weapons”, he said in T7.
He also talked about the roads used for smuggling to the north. Qalaj has said police have repeatedly closed these roads, but they have been reopened later.
