The ministry, led by Jelal Svechla, rules competition, favours a company for 600 thousand stickers

Since Prime Minister Albin Kurti's coming to power, hundreds of negotiating contracts have been linked without any competition with various companies, for various jobs and services, mainly large companies, writes Periscope.

The Ministry of Internal Affairs, which is led by Jelal Svecla, favoured a company assigned to make supplies with sticker paper.

On September 20th, Serbs in northern Kosovo erected barricades on roads leading to border crossings in Jarinje and Brnjak. That was a response to the Kosovo government's decision to introduce reciprocal measures with Serbia for the license plates. Kosovo institutions then started with the application of the decision to cover the license plates, which were issued by Serbia.

The supply of sticky paper to cover the plates is being done by the Ministry of Internal Affairs. Since the application of this measure began, MPB has announced that there are about 300 thousand stickers in the warehouse. Periscop learned that by the end of December, only about 5,000 of them had been spent. The MPB itself has been declared.

Even though according to the ministry's statements, according to the performance of their deployment, there have been posters on the stock until next year.

“Emergency Planning with sticky-assigned paper designed for aluminum plates” So it's called the tender, which was signed in mid-January by Minister Jelal Svechla, for which no competition has been allowed.

The procedure has been led by negotiation without the release of the contract, with the company favoured “Europrint Group” S. P.C., totaling 250,800 euros.

The supply of sticky/assigned car license plates for MPB's needs will result in 660,000 pieces of sticky paper. It turns out 38 cents will cost a sticker.

Periscope has requested an answer from MPB, regarding more than so far how much of the stickers have been spent and why the emergency - negotiation tender has been linked. But, the ministry's information office has not wanted to give any clarification on this.

Periscopi has learned that the contract manager from the MPB has been assigned, Speed Krasniqi. He didn't want it declared, whether there were posters on the stock.

Even the company director “Europrint Group” has not commented much. He said an amount of the required product was sent to the ministry's warehouses.

There must be two orders under the contract. We've made a supply of 300 thousand, we've got our next supply in a few months. I can only talk about the supply on the basis of the contract, nor are we sticking to”, Zabel told Periscopi.

The ministry's procurement office violated the Public Procurement Law on this occasion, when it carried out this tender with negotiation, and not with competitive - open procedure.

Article 35 of the Public Procure Law - The LPP, chapter for “negotiated procedures without publishing contract reporting”, envisions when the contracting authority can use negotiated procedures without the publication of the contract's announcement to exercise procurement activity only after it agrees with this article.

According to this article, the contracting authority should in the announcement provide a detailed explanation of the facts considered and the excuse for using the procedure.

If, as much as is necessary because of extreme emergencies caused by objectively verifiable events that have not been allowed to be predicted with reason by the relevant contracting authority, such contracting authority cannot give the required time for exercising any other procedure that is presented in this law. As long as this provision cannot be exploited if circumstances that have created the extreme emergency may be attributed to negligent or deliberate actions or concessions of contracting authority”, part of this article is said.

This condition has not been met, since the MPB has stated there are enough posters, which means that in time it could plan for the tender to be carried out by open procedure.

The official implementation of the license agreement, signed on September 30th in Brussels, has started on October 2nd, while the second point of the agreement, which refers to sticky letters on Kosovo and Serbia's symbols at the license plate, started on Monday, October 4th.

This means that all city license vehicles in Serbia and cities in Kosovo, issued by Serbia's Interior Ministry, which Kosovo considers illegal, will be attached to the license plates to enable them to move on Kosovo's territory.
