He came to the head of the prosecution under oath that he would take Albania out of the low sink of corruption, but today he is the first major Archbishop to be punished by a decision of formal form, namely by new justice, which he opposed in the background with his two Berisha-Meta promoters.

But who is the Adriatic Lella, how did it ascend to the top of Albania's prosecution body and its fall?

The Adriatic Lylla comes from Gramshi, claims to have been persecuted and is not known until now when and how he finished high school. In 1990 he was 21 years old. He claims to have started high school without ever showing when, because he stopped to perform military service, and he continued it. In 1992-1993 it claims to have been in Greece for seasonal work. He started higher education in 1993 and finished it in 1997. This same year starts working as a judicial police officer at the Lusnje Prosecution. A year later, the prosecutor is appointed to this same prosecutor. I was commanded after a year to the Kavaja prosecutor, next went to Fier's Prosecutor and finally Tirana's deputy chief.

Head of government assets

In the autumn of 2008, the Adriatic Lella is targeted by Sali Berisha to lead the High Inspectorate of Declaration and Property Control, such an important and sensitive task for the authorities. Today it is not known who recommended it to Berisha, but Lella herself has claimed to have been summoned by Bamir Topi, then president who had communicated to him that he would be one of the candidates. The next candidate would be Union Dedja, later chairman of the Constitutional Court, today the SPAK defendant and with seized assets, like Lella.

During the direction of the ILDKP, the Adriatic Lella did not refer to the prosecutor any files of any high-level politician for hiding wealth, money laundering, fraud with wealth, etc. His sentences remained at the top level of the plant. Lalla was also involved in an exchange of charges with Ina Rama, at the time the chief prosecutor, who would take over the country.

Named as the Chief Prosecutor

During the direction of the ILDKP, the Adriatic Lella won the confidence of Ilir Meta and Sali Berisha, who was appointed to the post of chief prosecutor in December 2012. Edi Rama and the Socialist Party neither opposed the choice of Lla, but neither did they vote, taking a neutral stance. Unlike Ina Rama, who reported to Sali Berisha and Ilir Meta the contents of each meeting with US and EU representatives. As at the helm of the ILDKP, even as chief prosecutor, the Adriatic Lella left no trace to punishing corruption at high levels, but remained always at the margins of warnings for arrests in the fall, which today reminds of Samuel Beckett “'s drama, waiting for Godo”.

The U.S. crash

The clashes between the Adriatic Llaple and US Ambassador to Tirana Donald Lu were highlighted in 2018. The claims for the cause of the conflict were different. Donald Lu has declared that the Adriatic Lella has worked against reform in justice, the biggest Western investment in Albania's history. In fact, the Adriatic Lella and prosecutors opposed reform in justice. But unlike the judges' association, which joined the DP and Berisha to bring down reform, Lla and Ilir Meta worked against the background.

Last year I said that Mr. The lamp had acted against reform in justice. I have nothing personal with Mr. Larel. My government and I have invested a lot of efforts in justice reform and will not allow any single official, however high he is, to prevent this reform”, Lu stated.

In May 2017, Lella sent a letter to Congress of the United States claiming that Lou had asked for Ilir Meta's arrest, then president of the Parliament, and that he had rejected this request.

“. . Ambassador Lu suggested to the Attorney General that he should arrest Parliament Speaker and also Socialist Movement for Integration Chairman Ilir Meta. In Mr. Lu, Parliament Speaker Meta was corrupt and was obstructing reform in justice and that his arrest would help Albania integrate as soon as possible into the Europaam” union, Lalla wrote.

Lulla's letter, Lu replied: “Former General Prosecutor Lella is a corrupt and discredited public official who is under active investigation for money laundering and unexplained massive assets. It is not surprising that he continues to speak against reform in justice because he now risks going to jail for his material corruption”.

Meanwhile, in his letter, Lalla accused Lou of dating Soros. That claim would then be used massively by Ilir Meta and Sali Berisha, considering reform in justice a Sorosian plot. There are strong suspicions that Llala's letter against Lu may have been dictated exactly by Meta and Berisha. Later, Lella claimed that EU Ambassador to Tirana Romana Vlahin had also asked Berisha for arrest. For both cases, he had informed Meta and Berisha.

American Visa Cancelation

In January 2017, the American Embassy in Tirana cancelled the Adriatic's wife, Ardiana Lella, to travel to the US under the fight against corruption. The decision was a serious blow to the Adriatic Llall, as it still held the post of chief prosecutor. When she submitted the form for the purity of the image for Veting's account, Lella claimed that his wife had used diplomatic visa for a non-dip visit to the US.

Declare not grata

In February 2018, three months after leaving the post of chief prosecutor, the Adriatic Lylla would receive another blow from the United States of America, now crucial to its end as required by justice. Former US Secretary of State Rex Tillerson announced the decision to place the Adriatic Llapla and his family on the blacklist of officials banned from US entry, for major corruption, and especially for protecting the corruption of politicians. Lolla launched a lobby campaign to remove the name from the blacklist, while in Tirana to him they launch money laundering investigations.

Secret Service: Crime link lamp

In 11 written 2017, the Classified Information Security Directorate, in collaboration with the State Intelligence Service and other law enforcement bodies, drafted a report on Veting's account, stating that the Adriatic Lella had contacts with persons involved in organised crime.

“For the subject of Adriatic re-evaluation Xhemal Lella, confidential information and other information can be managed, from which reasonable doubts may arise about inappropriate contacts for persons involved in organised crime”, the report said.

There was an account of Ardian Beshiri, a criminal record character to whom Lolla had sold a land in Mjull Bathora worth 249 thousand euros, land that Lolla had bought about 17 times cheaper.

Multiply of Riches

On January 9th 2007, at the time Lella held the post of Tirana's Prosecutor's Deputy Prosecutor's Office, she bought 3 thousand square metres of olive land in Mjull Bathora for 15 thousand USD. That money says he owes it to his brother-in-law. On June 4th 2016, Lella sells the land for 249 thousand euros to the LIM-EM company owned by the brothers Shkeling and Ardian Beshiri. In 2013, the LIM-EM company was declared the winner in building a restaurant on the roof of the General Prosecutor, thus creating strong doubts about a clientalist relationship with the Adriatic Llapa.

Investigation, Confiscating Property and Punishment

On March 15th 2018, it was the Durres Prosecutor who first recorded criminal proceedings against Lla on charges of concealing property, abuse of office, money laundering and non-recognition of monetary sums at the border. Later, the file was submitted to the former Randa Crime Prosecutor. The file went further to SPAK, since Lella was subject to and competent the Special Prosecutor.

In December 2020, the Special Court accepted the SPAK's request for sequenting a portion of the Adriatic Lella's assets, including a residential apartment in Durres 67.2m m2 and 4 land surfaces in Tirana with an area of 22 thousand square metres.

In May of this year, the Special Anti-Corruption and Organised Crime Court, at the request of the SPAK, sentenced former Adriatic General Prosecutor Lylla to 2 years in prison, converted to 1 year and 4 months in prison because of his reduced trial. Of the four counts, only the counts of concealing property remained. The Special Court's first degree ruling was confirmed yesterday by Apeli, resulting in Lla's announcement of police research to serve the sentence.
