Kosovo Deputy Prime Minister Besnik Bislimi, after 6am yesterday, left the meeting in Brussels and said he had had a principle agreement with the Serbian side on the situation in the north. But it was then exposed by the European Union. [ Footnote] The EU] and Serbia's side. Negotiations continue.

Periscope has seen the September 14th 2016 document agreement titled “Ardages regarding the finalisation of the agreement's implementation for the 2011 free movement”.
At the first point of this Brussels agreement, it is said as follows:

The system of sticker [combined material] would be in force from November 15, 2016. But neither Kosovo nor Serbia had implemented this agreement at the time.
