In the special edition in Klan Kosova, Celaj urged Kosovo's rule bodies not to fine citizens who do not wear masks.
According to him, the proper way is to educate the citizens and not to make the law with plebe.
Sylejman Celaj stressed that health institutions should inform citizens of the risk of the virus.
I know that Kosovo is the poorest country in Europe. People are fined 10 or 30 euros that in some cases represent 20 or 30 percent of their salary because the poor man has no mask or is unable to buy a mask. It's not okay”

The Health Ministry must educate citizens and tell you about the risk of the virus. It doesn't become culinary medicine”.
