In an interview for Serbia's Novosti, Molina said Spain's position regarding Kosovo is official state policy.
Kosovo's “non-recognition is based on strict respect for international law and fundamental principles, such as respecting territorial integrity, which have been violated”, Molina said.
Asked whether Spain is being pressured to change its position, Molina denied, saying the position of this state is not capricious and arbitrary.
“However, it is true that non-recognition causes significant problems for Spain, especially in the context of international organisations”, he stressed.
When asked to comment on recent speculation that Spain plans to open liaison offices in Pristina, Molina said it would not assume the Spanish position was changed.
