209 bank accounts, 121 real estate and dozens of luxury SPAK vehicles hit the trafficking group

Special Prosecution Against Corruption and Organised Crime, within criminal prosecution no. 138 of 2020, it finalised a complex operation against a structured criminal group, involved in international narcotics trafficking and cleaning of criminally committed products suspected of criminal acts:

“Narcotics Trafficking”, carried out in the form of special co-operation, that of the structured criminal group;

“Cleaning products of criminal work”, carried out in the form of special co-operation, that of the structured criminal group;

“The structured criminal body” and “holds criminal acts by criminal organisations or structured criminal group”;

On the basis of the Special Prosecutor's request, the Special Court for Corruption and Organised Crime has appointed the measure of personal austerity security,“arrest in prison”, for 10 Albanian citizens: S.A., D. J, D.M., A.P., S.B., F.M., O. E. Y, N.B., I.A.

On 16,6.2026, the General Directorate of State Police has made search of residences and other locations to carry out the execution of security measures. Security measures against the man under investigation, reports TCh, broadcast Periscope.

Meanwhile, the search for and arrest of two other people allegedly located in Albania continues, while seven people under investigation are not located in Albania. For their arrest, the SPAK is co-operating with other countries' legal agencies.

In the process of judicial decisions, 23 raids have been conducted on persons, residences, business offices, and physical persons.

International Drug Trafficking

During 2019-2021, this group has operated in Latin America, Brazil, Belgium, and the Netherlands. Investigations conducted have given doubt that investigators have trafficked for the above period of at least 50 tonnes of cocaine.

During the investigation, necessary evidence has been collected, of which five episodes of cocaine trafficking have been tested in large quantities. A total of 8 tonnes of 960kg of cocaine-like narcotics have been seized and concretely:

Episode 1 May 11, 2020, U.S.A. Trafficing a 700kg of cocaine narcotics, seized at the port of Waasland (Antverp), Belgium, found in a container with auto parts fired from a ship from China.

Episode 2 (June 6, 2020) Trafficking Tentativa of 2010kg of cocaine-like narcotics, seized in Guayaquil, Ecuador. Narcotics had three different logos (Jaguer, Eagle and BB) as its final destination.

Episode 3 - August 16th,2020 - proof of an estimated 10,000 pounds [1,000 kg] of cocaine substance seized in Rotterdam, Holland. This cargo had reached the port of Rotterdam on a ship from Port of Guayaquil, Ecuador.

Episode 4-December 16, 2020) Trafficking in 4.1 tonnes of cocaine narcotics seized at the port of Rotterdam, Holland. This cargo had reached the port of Rotterdam on a ship from Port of Guayaquil, Ecuador.

Episode 5 February 03rd, 2021) Trafficking Tentativa of 1 to 50kg of cocaine narcotics, seized in Colombia at the final destination of France.

Investigations have shown that in addition to the above episodes, members of the criminal group have trafficked from Latin America to European countries tens of other tons of cocaine, which has been trafficked and traded to other people. Significant revenue has been provided by the realisation of this event.

Money Laundering

Investigations have proven that a considerable portion of the revenue benefited by international cocaine traffic has been transferred to Albania, in the monetary form “cash” to avoid the banking system in the first phase and then invested in real estate, the creation and purchase of shares of commercial companies, different societies mainly in the field of construction, hotel, consensus, etc.

Through these investments it is suspected that the cleaning of criminal activity products has been realised, hiding their illegal origin and enabling their integration into legal economy and circulation.

Following money injections <x0 seed” in the company's “A accounts. R.. H...” sh.p.k, aimed at “wix5> of future investments, in the months of May 2021 June 2021, results in the company “A. R.. H...” sh.p.k, has begun its activity in the construction sector. It is alleged that to avoid immediately drawing attention to the legislationary structures, the person under investigation, the I.A. instructed the company to first appear as a sub contracter for apartment construction. The company's showing in this way would “validate” again the future flows of cash and the expected extension of the construction sector.

According to preliminary investigations, it is suspected that the money laundering scheme was carried out through the extinguishable purchase of capital quotas in commercial society, at multiple prices lower than nominal value, to take control of minimum cost companies. The funds have been circulated through loans between physical persons and linked companies, aimed at creating a flammable economic historical and losing the trace of money origin before their integration into the formal economy.

At the request of the Special Prosecutor, the First Scale Special Court for Corruption and Organised Crime with the verdict of No.438 dates 15.6.2026 has set the measure of property insurance “Sequiestro preventative”, envisioned by Article 274 of the Criminal Procedure Code in connection with 491 active and real estate, directly owned, or indirectly owned by persons under investigation, including assets as follows:

The wealth of the “A society.. R... H.” sh.k, headquartered in Tirana, Elbasan, Durres, Korca, etc., owned by person under investigation I. A, including any playable and real estate, trade company assets, real rights to thirds, capital parts, and social quotas;

Company property “G.I...”, sh.p.k, headquartered in Tirana and Fier at 50, who belong to the person under investigation I. A., including any active and real estate, assets, rights to thirds, shares of capital, as well as quotas of society;

The assets of society “S... d...” shpk, headquartered at Hamallaj, Durres, at 100 %s, belonging to the person under investigation. A., including any active and real estate, assets, rights to thirds, shares of capital, as well as quotas of society;

Society quotas “A.R.H. Security at large, headquartered in Tirana and Elbasan by 100, belonging to the person in the investigation I. A., including any active and real estate, assets, rights to thirds, shares of capital, as well as quotas of society;

121 real estate, like villas, apartments, Duplexes, parking lots, etc. At “Multi-functional tourist, residential and commercial complex (Porto Lalzi/Lalzi Marina Seaside)”, located in Hamallaj, Lalzi Bay Durres.

Hotelwork function 1,2,3,4 floors on the ground and 4 underground, located in Therme, Himara municipality;

The construction site of 2855 m2, on the 6th floor of the residence service located in the Cavaya Carret;

“Hotel structure 2, 4, 5, 8 and 10 floors underground at the address on Debra's street” Tirana

Willa at the Altrea Residence complex, Tirana;

32 flats, 6 commercial units/zyra and 52 parking lots in the residence building and services with 1,8, 9 and 34 floors on the ground and 4 floors underground located on the street. Janfize Keko, Tirana;

2 residential objects 2 and 3 floors by 2 floors and 3 floors of underground (dwelling and parking) with surrounding walls, etc. “Herman Gmainer”;

Some real estate in residential God and service 2.5.7 and 9 floors with 2 floors underground parking” R. Ali Visha Unit 2, Tirana.

Cars of different brands and species (technology vehicles for construction, transport of goods or autoves, and floating tools);

209 bank accounts belonging to different legal or physical persons, as well as citizens under investigation, or persons related to them.

The total value of seized assets is allegedly to be around 150 (a hundred and fifty ) million euros. The exact value of seized assets will be verified during the investigation.

On June 16, 2026, State Police and the Property Management Agency have launched procedures to implement the decision to sequencing the above assets.
