Serwer: Kosovo leaves a bad deal with Serbia, improve reports with China

This Monday will face two Balkan leaders for the second time to reveal their deeply opposed positions before European facilitators.
For the completely new spirit promised in the newly established negotiations, John Hopkins University Professor Daniel Serwer reasons with Kosovo Prime Minister, saying he should underline his approach differently since past years of dialogue have not been productive.
The one for the Klankosova portal. tv has said Kosovo should be quick to sign on an agreement with Serbia that sė herself does well.
The American analyst thinks the talks in Brussels will not yield the target result for a very good time, so Kosovo must use this time gap to strengthen its international support. And in this direction it encourages Kosovo to be more ambitious to break up barriers with powerful states that recognise Kosovo as a state.
Vice President Vuciq sees little prospect with EU membership in an imminent period and has therefore turned more towards Moscow and Beijing than towards Brussels. He has made it extremely clear that he is not prepared for a major move ahead of next year's Serbian presidential elections. Kosovo under these circumstances must do what it can to use the time to strengthen its position in negotiations. The recent movements of non-recognising states like Greece and Spain towards improving their relations with Kosovo is exactly what Kosovo needs. I would like Pristina to improve relations with Beijing, which is more interested in trade in the Balkans than in politics”.
Strengthening the position of internationals, Serwer says Kosovo should be willing to leave a bad deal with Serbia and instead sign a better one.
Furthermore, the American professor urges Kosovo to seek reciprocity with Serbia on each issue.
Kosovo must insist on equality and reciprocity. If something is set up for Serbs in Kosovo, such an equivalent should be available to Albanians within Serbia. Specialized rooms have violated this principle. I would like their jurisdiction to be extended to Serbia, where Albanian-American brothers were killed after the war”.
Cerwer has also commented on Kurt's four proposals he went ahead with at the first meeting, which he says is primarily the same as Kurt.
I certainly agree with Albin on reciprocity in general, although I may have some disagreement with the way it applies to practice. I also agree that missing persons of all ethnicities should be identified and their bones returned”.
Also for CEFTA/ SEFTA agree. Mini-Shengen seems to me a badly defined company in which Kosovo is clearly equal. I also like the idea of a non-aggressive agreement, but for which Serbia will hesitate because it implies the sovereignty of Kosovo, and Belgrade would like NATO to sign also”.
Critically speaking of the European Union's position faced by Kosovo, which he said would be able to offer ideas of resolving problems between Kosovo and Serbia only if he recognised Kosovo's sovereignty and territorial integrity, as well as liberalising visas.
As far as the United States says they will be invited again when the dispute ends.
“The US must support the EU, but it will also be called to <x1 selection” Kosovo. I think Brussels and Washington should form an entity like the International Civilian Office to monitor the implementation of agreements reached in dialogue, as well as mention and shame those who fail to implement them”.
As for the role of the Government of Kosovo for Serbs living in Kosovo, the expert on Balkan issues has said he must do everything he can to improve relations with Serbs and other communities within Kosovo, including identifying and returning the remains of missing persons, implementing the Constitutional Court's decision about the ownership of the Decani monastery and protecting all communities from interethnic violence.
