The Payan, who became known after taking the cars he found open, was arrested Sunday after stealing a Peja Town car. The prosecution demanded that Loxha undergo psychiatric examination.
Meanwhile, Express has contacted Valon's brother, who has declared that he has health problems and that he was released from prison in Germany a few months ago, where he had spent six years.
He had waited until physical security had left the location where the keys to the Peja municipality's offices and cars were hung, and then he had entered and taken the key to people from cars in the parking lot.
From there, Valon Loja, with the official car, went to Drela, Rugova, where he was also captured by police and arrested.
After the arrest, Peja's Founding Prosecutor ordered Valon Loxha to undergo psychiatric examination.
That Vallon has psychic problems, even his brother, V. Loja.
He has declared that Vallon has served a six-year prison sentence in Germany. And as long as he was there, there was also psychic treatment.
You're a little bit of a psychic. He spent some six years in Germany. That's how it was for stealing. I don't know much detail. Yes, there were medical records. Not recently, but in Germany there has been control. The prison has been released since 3-4 months, the prison there is complete, returned from there, stopped”, Valon's brother declared.
He claimed that Vallon is not violent and that he has had no problem with anyone, nor after the chronice because he takes cars he finds without a key.
In Kosovo, he lives with Mom and me. There is no violence in the family, no problem with other people. We have tried like any family to stop it, but the problem is a lot, just to connect it because it didn't stop”, he declared.
Meanwhile, Valon Loxha, last November, was declared missing by his family.
They had even sought help from citizens to find it. After a few days, however, they had learned that Vallon was in prison.
“E has had another case in the police, lasted a month before the new year, has been like this for the same case. We reported him missing, but he was in jail at the time. We've looked at the Peja Police, told us there's nothing, but then when we asked for it, the people who saw it were selling it. They transferred him to Pec from Dubrava prison. After he's out, he's on the same page. A couple of three days, you're good, but then you're going to have to go again, say Vallon's brother.
After that, Loja was arrested and sent to the holding for 48 hours. The prosecutor of the case has demanded that the 48-day detention measure be pronounced against him, and psychiatric examination is conducted.
