Konjufca is expected to be the president's late president, Hasani: He cannot mandate Kurt for prime minister

Glauk Konjufca, who is expected to be appointed to the post of prime minister Monday under Kosovo's constitution, with automatism will also be the president's task leader. Konjufca on the same day is expected to mandate Albin Kurti to prime minister of the country. Express learns that next week the selection session [...] is also scheduled to be called.
Express learns that next week the president's selection hearing is scheduled to be called. On the matter of terming a prime minister on the part of a president's U.D., different opinions have two former Constitutional Court judges, Enver Hasani and Judge Mushkolaj.
Monday's constitutional hearing is expected to elect the new Speaker of the Parliament and its vice-presidents.
Glauk Konjufca, as reported by other media, is expected to return to the post of chief parliament, which he held just over a month last year.
He will also be a task leader for several days, as the country's new president is expected to be voted in next week.
Konjufca is expected to mandate Albin Kurti for Kosovo prime minister on the same day that the Assembly and its troops are constitutionalised.
The former head of the Constitutional Court, Enver Hasani, had indicated that political parties in the country should initially proceed with choosing the first Republic before the prime minister, since, according to him, the leader of the president's office cannot mandate anyone to create the new government.
Hasan, had declared that after the February 14th elections, the election of heads of three state institutions should begin from the Parliament of Kosovo, the Presidency and, at the end, Government.
The rotation of key members of power represented by the respective bodies of power in a modern constitution speaks a lot about the character of the political and constitutional system. In Kosovo this ranking starts with the legislature and representatives (Kosovo Assembly), continues with the head of state (President of Republic), which is followed by executive (Kosovo government)”, Hasani had said.
On the other hand, former Constitutional Judge Judge Judge Judge Judge Mushkolaj, in a reply to Gazeta Express had said that no action should be taken without constitutionalising the Parliament, and after the constitution is instituted, the new chairman taking over the president's U.d. post mandates the prime minister.
The new location cannot operate without a binding one. So, the chairman is chosen, headship. The new Speaker of the Assembly becomes the U.D. then the government is elected. The president's election must take place within the set term with the Constitution. So no action can be taken without the Parliament being introduced. The new chairman of the Parliament becomes the President's U.d. The President's U.D. mandates the prime minister. The president's election then becomes”, Mushkolaj said.
Albin Kurti currently has 58 secure votes for the deputies of Vetevendosje Movement and Lists Guxo, while most of the non-most communities are expected to vote in favour of Albin Kurti's government.
Votes for Kurti will also be by deputies Elbert Krasniqi from the IRDK, Bahrim Sabani from the coalition V AKAT, Erdjan Galushi from the Kosovo Roma Progressive Movement, Duda Balje from the Social Democrat Union, Bekim Arifi from the Ashkalining Party for Integration and Emily Rexhepi from the NDS.
The two Turkish deputies of the Turkish Democratic Party of Kosovo, Fikrim Damka and Fidan Yildi, have not yet decided whether to vote Kurti on Monday, unclear is the vote of MPs from the Roma Initiative and Adem Hoxha of the Goran community.
Even the 10 deputies of the Republika Srpska List have not made it clear whether to vote for Kurti's chief executive.
With mathematics so far, Albin Kurti secures 64 votes Monday, enough to take over the future Kosovo government.
The new Kosovo president is expected to be voted in next week.
The main contender for the head of state's position is Vjosa Osmani, the candidate of the winning coalition in recent elections.
