First, Kosovo has no law for referendum.

Second, even if a referendum is held on joining Albania, the Constitutional Court declared it worthless because the Constitution does not allow the unification of Kosovo with any other state.

Third, the Constitution can only be changed by double majority, so if even 2/3 of Serbs vote. This is almost impossible because Serbian MPs are completely controlled by Serbia.

The fourth, if the Constitution is changed unilaterally, without Serbia's approval, then the riots are inevitable and Serbia considers it an act of aggression. Minimum attacks northern Kosovo.

Tenth, this promise is empty. It's often used as bait for votes, but there's never been any less seriousness about it than it is now. So this enthusiasm quickly passes.
