Parliament leadership fails to advance laws related to pandemic

The Kosovo Assembly's leadership has found no consensus to advance any of the three legislative initiatives related to the fight of Coronavirus.
One of the proposals has been the Project on Prevention and Combating Pandemia “CO VID-19” proposed by Kosovo Parliament Speaker Vjosa Osmani.
Chairman Osmani had initiated this legal initiative with the support of five deputies, and as it was said, the initiative was initiated as a result of the demands stemming from the Constitutional Court Act, dated April 6, 2020, which specifys the role of the Assembly in taking appropriate measures to ensure that the necessary restrictions of fundamental rights and freedoms in order to maintain public health are made in accordance with the constitution.
After the Assembly of the Parliamentary Group of LDK's Headship, Arben Gashi said there was no reconciliation among members of the leadership because the country is in a political crisis.
No legal initiative, according to Gashi, can go from Parliament to Government anymore because the Assembly has stripped the government of its trust under incumbent Prime Minister Albin Kurti.
Two other initiatives initiated by the Democratic Party of Kosovo for completing and changing the Public Finance Management Law and for reviewing additional measures for protection by Coronavirus were discussed.
New citizens' circulation measures have entered into force in Kosovo on Wednesday.
“According to decisions, the circulation of subjects over the age of 16, is allowed for only 1 and a half hours a day, according to scheduled weekly hours on the basis of the default of their personal number. While, for foreign citizens, the same decision applies with the latest number of passport”, it is said at the Health Ministry's announcement.
Also explained in decisions are the chances of moving to the sick, disabled, victims of domestic violence, and cases of death.
Acting Health Minister Arben Vitita has said these measures will be valid until May 4th, but will be reviewed depending on the results no later than April 30th.
Kosovo's acting prime minister, Albin Kurti, has argued the government's measures he is running, viewing them as quite difficult, but necessary for preventing the spread of coronary.
The opposition, meanwhile, has described the government's recent measures as unconstitutional and trying to survive in power. / REL
