The confidence he gave on February 3rd of this year, the Kosovo Assembly government, Kurti, to lead the executive, was taken away last night before the midnight crash. In 82 votes for Kosovo's Parliament voted distrust of the Kosovo government, initiated by the coalition partner, the Democratic League of Kosovo. The government is now in office and is expected to proceed further, inviting political parties that are part of the Parliament to find the possibility of creating a new government, or proclaiming extraordinary elections.

And since even in Kosovo, as if the entire world has spread the COVID-19 virus, and the country is in emergency health condition, holding elections at this time is not envisioned as an option, except to create a comprehensive or technical government. The government Kurti, which was dismissed from the Kosovo Assembly, remained in office until the election of a new government, which will be made either by new elections or through its formation within the existing legislature.

Albert Kransiqi of Democracy Plus, explains about Kosova Press, the constitutional opportunities that are presented by the president in such situations.

He says the president can immediately start procedures to find a new candidate to nominated for prime minister, which he must first seek by the Vetevendosje Movement, as the party that emerged victorious in the recent parliamentary elections.

Now, the country's president has two options ahead of himself, the first option is to start the procedures to find a new candidate to nominated for prime minister, and in this case should require the Vetevendosje Movement as the subject that has emerged first in the last parliamentary elections to nominated a new candidate for prime minister, this candidate cannot be Mr. Kurti again because he lost faith during this legislature. But if the Vetevendosje Movement does not have a candidate then it should be that the president within the next ten days -- that is, following the refusal of the Vetevendosje Movement -- that is, after failing to elect a new prime minister, then it should see which of the parliamentary political parties or coalitions in the Assembly is more likely to form a new government”, Krasniqi explains. He adds that if the Vetevendosje Movement sends a new candidate and gets support from most MPs, then it can continue the remaining mandate.

Another possibility the president has before himself, Krasniqi says it is the distribution of the Assembly through the decree.

The second “option is that the president through a decree distributes the Parliament and the country goes to extraordinary elections. But being in this pandemic situation, where institutions should be focused on performing their jobs, and seeing that citizens cannot stand to vote for a new composition, then the first option to try to find a new candidate for prime minister within this legislature is the most realistic option”, Krasniqi says.

However, Kranqi stresses that the initiative of the no-confidence motion in this critical period for the country is wrong. According to him, it has had to be expected to pass health emergencies and then partners try to find solutions or even destroy the coalition.

While political analyst Ramush Tahiri sees possible formation of a new government by LDK, in co-operation with Alliance and Initiative

)“Lily during the consultations of political parties this mandate could be granted to the LDK, which currently has 28 deputies, and LDK, I am giving a version, can make the government with the AAK having 13 deputies, with the initiative that has four deputies, with Pacolli having two deputies, with the Serbian List having ten deputies and other minorities that have ten MPs, totaling 67 MPs. The LDK government may have the election support in the Assembly as well as the PDK, because its leader, Kadri Veselin, has declared they will be constructive in the government's work until the next parliamentary elections and until the overcoming of the crisis, but will be constructive opposition”, Tahiri says.

After Parliament ousted the Kurti government last night, the prime minister announced that he had relieved his first subordinate, which was from LDK, Avdullah Hoti.

While today, LDK chairman Isa Mustafa has said he would not unilaterally withdraw ministers and deputy ministers from their duties in the government he has called to resignation. Albert Krasniqi from Democracy Plus says the ministers of LDK and Vetevendosje should maintain the spirit of co-operation between themselves and secure a government contingent, and its functionality, because at the contrary, citizens are hurt at this time of pandemic.

He says Kurt's move to dismiss Hoti was reckless yesterday.

“Kisa called for discretion and parties to be responsible for the roles they have. From who's missing, we're in what situation we are and maybe it's not the time to make such calculations, but it's obvious that the Vetevendosje Movement has become more victimised by this process and they're going to want to materialise this in the vote even by demanding early elections at a time as soon as possible, and the LDK with its new potential partners, which are actually in the opposition, I think, will have a greater damage in the electoral aspect, that they're going to try right now through the formation of a new government, to absorb this anger which is actually in their own direction, he says.

Today, the day after the collapse of the government, Prime Minister Albin Kurti has written that they will continue their work, since, as he has said, they are governments with duties and not forced governments. Kosovo's government, in charge of Albin Kurti, has fluctuated due to the non-recognition it has had with the coalition partner, the LDK, in terms of tax percent. Problems in their midst were further highlighted with Kurt's move, which dismissed Interior Minister Agim Veliun's LDK post. This resulted in the initiation of a no-confidence motion by the LDK itself, which on March 25th was voted in 82 votes for, 32 against and a abstention.
