According to this report, this is done through several exchanges of letters dated April 19th 2013 between Prime Minister Hashim Thaci and NATO Secretary General.
Over this agreement, Prime Minister Thaci, on behalf of the Republic of Kosovo, bore to KFOR the absolute right to veto all future KSF missions in northern Kosovo, for an unafforded period. ”
Prime Minister Kurti, in his letter to President Osmani, has suggested that following the official admission of the prime minister of the Republic of Kosovo's office, he has asked the staff of the Prime Minister's Office without delay to analyse the contents of this secret agreement, as well as its constitutional implications, in terms of the constitutional requirements specified with Article 20 [Bundament of Sovereignty], Article 18 [Ratification of the International Agreements] and Article 91 [The President's agreement]”, the report said.
The purpose of this letter is to inform you, in your quality as head of the Republic of Kosovo Parliament, of the existence of the secret agreement, as well as the results of the analysis of the Prime Minister's Office.
To avoid any possible misunderstanding, I want to be as clear as possible: I, as prime minister, do not voice any stance on or against the secret agreement on its contents. I, as prime minister, understand and deeply appreciate the extraordinary importance of co-operation between the Republic of Kosovo and NATO for the full assurance of the territorial integrity of the Republic and its citizens. And I, as prime minister, guarantee the Parliament, as well as all citizens of the Republic that I will take no step that would jeopardise this alliance necessary for our country's security. This letter has been sent to the country's President Hashim Thaci and Kosovo Republic State Prosecutor Alexander Lumezi”, was disclosed in the report.
