Four members of China's People's Liberation Army have been charged, he added.
The attack threatened the data of some 147 million people, mostly Americans, including their social security numbers and patenters.
The operation, conducted in May and June 2017, also included Canadian and British citizens.
The hackers spent several weeks on the Equifax system. They hacked computer networks and stole reliable business information and personal information, Barr said.
Over 34 servers in nearly 20 countries worked to secure their actual location.
The Chinese Embassy in Washington has yet to comment on the indictment, Kosovo Presses broadcast.
Equifax has data on more than 820 million users and 91 million businesses.
