How's Lulzim Basha doing on the National Road?

DP leader Lulzim Basha has come up with a promise that he often mentions, that of the <x0-direction of the beam with Kosovo”, that is, the removal of the payment of “Nation Road”. This promise is populist, bombistic, but in all cases it's unalterable, while politically, the way of handling this case is very vague.
The Nation's field of”, which was built almost all with state budget funds, where a considerable share of them, the government obtained commercial loans from second-level banks, was treated as a road that costs high not only in construction but also in maintenance.
This not only maintains the caller's tunnel, which has a high level of moisture, requires permanent maintenance but other parts of the route, which runs into a cold, wild climate.
Since the road was built, it has been spoken that in the near future it will be paid but that it has been driven to electoral aspects.

Meanwhile, the concession for “The nation's road” by the government “Rama” was signed in December 2016, when the DP was still in the Assembly.
While the DP, at the time, led to the Constitutional Court all the laws of reform in justice, including the Vetting Law, did not send the Transport Ministry contract with the concessionist for “Nation Road”.
Also known is the maneuver that led the DP, when it softened after the harsh protest, a few days after protesters burned the pay booths, but this still belongs to one side of the medal.
The other side of Basha's promise belongs to the real aspect of his promise to the “the removal of the trauma”.
If Lulzim Basha wins the election, comes to the government and cancels the contract, removing the payment of “Nation Street”, indeed users may not pay, but will all Albanians pay for the huge fines the International Referee can impose as a result of unilateral breach of the contract.
In a system like ours, state or government agreements with different companies, they have legal powers and as such they cannot fall within the deadline set in the agreement, unless there is agreement between the parties.
Otherwise, the price would be too high for Albanian citizens, who would pay fines that Arbitragi could impose in this case.
Never has there been a unilateral break-up agreement to date as Basha claims
In the 2005 electoral campaign, Sali Berisha, then leader of the opposition, pledged the collapse of the Fatos Nano government contracts for the privatisation of Albtelecom and the Savings Bank.
For the second one, he didn't even put the water on fire when he came to power, and for the first one, he really canceled the contract with a vote in the Parliament, but after a very short time he again approved the sale to the Turkish company Calik.
That is because Turks threatened with international arbitration, which could have a very salty price for the Albanian state. So the cancellation resulted in a bubble of soap.
In 2009, Sali Berisha's government privatised Energy Distribution Operator O SHE at the Czech company CEZ.
In 2012, the government “Berisha” makes a decision to drive out CEZ checks and put a manager of its company at the helm.
But the company remains Czech, and the latter cast the issue into international arbitration.

Rama charged Damian Gjiknur, Minister of Energy to conduct a series of negotiations with CEZ for a “Garden Agreement”, so that the issue would not go to arbitration and the state paid 100m euros “collateral” for the CEZ company.
The SP and Edi Rama, declared in the 2013 election campaign that they would cancel the corrupting concession of customs scans or other concessions, but failed to realise them.
Rama, who has mentioned the danger of arbitrage, has stated this several times. So he said in the campaign and otherwise in reality.
The government “Rama” made only a negotiation agreement with the company to lower the fee, but which later resulted in the difference being paid by the state budget.
Actually, no government has cancelled legal contracts, such as Berisha and like Rama.
Today's promise of Lulzim Basha is only propaganda, that even if it wins the elections it will be justified by saying it cannot be cancelled because it risks arbitration.
The maximum I can do is a trick that negotiates to lower payment, making some part of it yield to the company from the state budget, as Rama has done.
However, it is most likely that even in Kosovo, once the waters are calmed, possibly after the election of the president or new elections, even their share of the <x0->Ruth of the Nation”, the excise Vmica-Pristina is paid, as it has long revealed the authority dealing with maintenance of the highway.
And then, as has happened at other times, this promise will melt like salt in water.
