State Attorney: In six months, over 20,000 criminal cases were selected

In order to provide as detailed and comprehensive information and data on the work, achievements, challenges and general activities, the State Prosecutor's Office has drafted the work report for the January June, 2020 period.
Despite the fact that confronting the David-19 pandemic has been challenging to organise human labour and resources, during the first quarter of this year, the State Prosecutor has achieved a good performance in realising prosecutorial functions in fulfilling the constitutional and legal mandate.
In January, June 2020, the State Attorney has hired 20,032 criminal statements, while he has managed to solve 20,923 criminal cases, or 891 criminal subjects, or 4.44% more than he has admitted to work during the reporting period.
Based on indicators of European Commission for the Efficiency of Justice (CEPEJ), the number of materials resolved in relation to the number of accepted subjects during this period, results in the rate of resolving subjects by the State Prosecutor is 104.44%.
Seen according to departments, the core crimes departments (DKR) of the primary prosecutors have resolved 231 or 10.97 % criminal cases more than they have admitted to work; juvenile departments (DM) have solved 134 or 17.29 % criminal statements less than they accepted at work, while general departments (DP) have solved 801 or 5.84% criminal cases than they accepted at work.
Similarly, the State Prosecutor has given importance to alternative procedures, with known perpetrators resolving 670 cases of 772 persons. During the first six months of 2020, 750 cases have been resolved by penal order.
Regarding corruption cases and economic crime, the State Prosecutor in the first quarter of 2020 has admitted 297 cases of 502 persons for corruption substances, while resolving 279 cases, or 93.93%, with 580 persons or 115,53% of persons. On the other hand, for cases of economic crime, 225 cases of 370 have been hired, while 248 cases or 110.22% have been resolved, with 326 persons or 88.10% of people.
Meanwhile for criminal acts of organised crime, the State Prosecutor during the January period of June, 2020 had 38 cases of 211 persons, of which there are four new cases admitted to work with 34 people. Of them, 4 cases of 23 have been resolved, while 34 cases of 181 remain unresolved. During this period of charges filed by the State Prosecutor, courts have ruled cases for 7 persons, of which all are guilty verdicts.
The State Attorney has also addressed cases of human trafficking, with 96 cases of 177 working with major officials during the first half of 2020. Of them, nine cases of 16 people have been resolved, while 87 cases of 161 remain unresolved.
As for domestic violence cases, during the reporting period, with major employees at work there have been 1662 cases of 1968 persons, of which 857 cases are new cases accepted by 1006 people. Of them, the State Prosecutor has resolved 699 cases of 827 people, while 963 cases of 1141 remain unresolved.
With the indictment and proposal for pronunciation of mandatory treatment measures, the State Prosecutor has resolved 81% of persons. Regarding the charges filed by the State Prosecutor, during this period, courts have ruled cases of 302 persons, of which 298 are guilty verdicts, respectively.
Even the Office for Protection and Relief of Victims, which functions within the framework of the State Prosecutor's Office, has provided services and assistance to victims of crime, solving a total of 803 cases of domestic violence, harassment and sexual assault, human trafficking, rape, prostitution and other cases.
Court rulings pertaining to charged acts, which have been exercised by all Kosovo Republic's core prosecutors and special Prosecution in 85.97 % They've ended up with guilty acts of judgment.
Also, the State Prosecutor, in co-operation with the Council Chief and the support of partners, has drafted the action plan about managing the situation caused by Cavid -19, with which cases it has been enabled to ease the effects of pandemic and the State Prosecutor to conduct the set affairs with the Constitution and law.
Based on this statistical data, it is evident that even the state prosecutor's work in the first quarter of 2020 has been influenced by the Cardi-19 pandemic in both the number of accepted and the number of materials resolved.
The State Prosecutor, in addition to the challenge of organising human labor and resources for confronting the Comid-19, even during the first part of 2020, has faced various challenges, starting with the implementation of the electronic system for managing subjects (SMIL), the number of different criminal subjects and with unknown heads (PPN, PPP), inherited from the preliminary years, dealing with cases of war crimes, terrorism, organised crime, financial and economic crime, strengthening the professional capacities of prosecutors and staff in specific profiles, seizures and criminal property created by means of alternative implementation, international war crimes, and etc.
However, if we look at it from the perspective of CEPY indicators, we can note that despite the restrictive measures that have been presented in the prosecutor's work, the efficiency rate has been quite good, 104.44% of the materials admitted to work during this period have been resolved respectively.
