The head of the Democratic Party of Kosovo, Kadri Veseli, has indicated more specifically about his draft accelerated legalisation of construction without permission.
Wessel has said that today we have over 352 thousand buildings and residences without possessive sheets in Kosovo, blocking over 10 billion euros of capital, while with the current legal basis, only 8600 construction without permission are involved in the legalisation process.
At the pace of the pace, Wessel has said that Kosovo will need more than 75 years to solve this problem, but that he plans to do in just two years.

One of the main points of the Anti-Corruption Plan is accelerated legalisation within 2 years of all construction without permission, which does not affect public property or public interest. Today, we have over 352,000 buildings and property without possessive sheets in Kosovo, blocking over 10 billion euros in capital. With the current legal basis, only 8600 illegal construction has been involved, and at this rate it takes more than 75 years to solve the problem.
So we're going to change this legal framework, making citizens pay only 1 euro per square metre, while they're going to be completely free of payment to families belonging to individual social categories. We will create a specialised provisional agency (the Agency of Treatment Without Permission ATNPL), which will provide services under a roof to complete the process within two years, interacting with municipalities and co-ordinating operations with various state institutions.
This initiative will put an end to informality in the real estate sector, giving strong impetus to the construction sector, which accounts for 15% of Bruto local production and grants 20% employment in Kosovo today. But most importantly, this initiative will enable the largest capital flows that our economy has ever had, bringing into circulation billions of euros that will translate into increased purchasing power and new investments.
