QKMT reacts to Driton Hajdari, sentenced for case “Blaca 2”

The Kosovar Centre for the rehabilitation of Torture Survivors ʹ QKMMT under the mandate to monitor the countries of freedom deprivation has consistently monitored the treatment of D.H. convicts, where it has sometimes addressed its complaints and concerns about health problems.

The WKRM has carefully conveyed media reporting about the D.H. case. The state of health of the D.H. As well as the diagnosis of his illness, it cannot be addressed in Kosovo's correctional institutions.

The lack of adequate institutions within the Correcting Service and the lack of continued medical staff for handling this case within the correct institutions has also been reported by the Health Department of Prisons, where the Kosovo Correcting Service is announced, as well as the justice minister.

Based on the European Court for Human Rights ( The GEDNj, in the absence of adequate treatment for such cases during the trial, the GEDN has found violations of Article 3 (Stop of Torture) of the European Convention on Human Rights.

Therefore, the CRCMT will monitor and investigate the treatment of this case in all aspects, and under the mandate to protect human rights in countries of freedom deprivation, it will be addressed to responsible authorities, with the aim of preventing torture and human rights violations in countries of freedom deprivation.

The CRC calls on all competent authorities to take all measures to tackle this case. The QKRT is also considering that in changes to the Law on Execution of Criminal Sanctions, the issue of establishing and treating cases with serious diseases and terminal diagnosis.
