New elections turn to zero 45 bills, only 27 were approved for 7 months.

Forty-five bills are currently under consideration through Kosovo Assembly Commissions. But with the legislature's eventual break-up, following the resignation of government leader Ramush Haradianj and the country's move to early elections, and all the work done will return to zero point. All these bills, some approved in [...]
All these bills, some adopted in the first reading, and others under consideration will be carried in the sixth legislature whenever it becomes functional.
Agnes Hoxha, the Kosovo Democratic Institute (KDI), told the Online Economy that with the dissolution of the Assembly, bills under consideration and that remain unfinished and should begin again to be discussed.
If the legislature is completed, we have the dissolution of the Assembly means that these remaining in the procedure that are under consideration, because they are under consideration in the commissions, they remain unfinished and should start whenever the next legislature starts should start from zero”.
But the same fate does not have all laws that were sent for decree to head of state Hashim Thaci, Hoxha has confirmed.
The “Lugs which have been approved, but sent for a decree to the president, it does not affect the break-up of the legislature, they could continue by decree and be declared”.
“... The same is true for petitioning everything that no longer requires the decision of the Parliament can go away even if we have the dissolution of the Parliament, but the rest that is still in procedure is taken so that whenever the next legislature starts, it can start from zero”.
It has clarified that during the seven months of the Parliament's work at spring sessions, 27 bills have been passed, while 55 bills have been carried from last year.
“actually the number of draft laws which are in procedure either in principle or second reviews on commissions is 45. 27 draft laws have been adopted during the spring session during these seven months, while 45 others have still remained in procedure”.
“Most of them are under second scrutiny precisely because of the fact that 55 draft laws from last year have been carried in this year due to lack of quorum and almost half of them have been on the run, but it has had to get final adoption”.
That the other Parliament legislature expects a big deal of work, says Jetmir Bakija, from Democracy Plus (D+), because the 45 bills carried by the fifth legislature.
He has called on MPs to gather at a session, as the Parliament is still functional and vote on monitoring reports of these laws.
The abolition of the Parliament's mandate causes problems for this job that has been done by parliamentary commissions so we call on all MPs to gather at the session because the Assembly is still functional and to vote and approve the monitoring reports of these laws because they will influence better implementation of this”.
“I'm putting emphasis on monitoring laws, because they can within a session to do it and it's a pity in some way if the Cup is dissolved without doing this very easily done, because approval of law enforcement reports doesn't take much time, the commissions have done their job, they're a little bit technical, and they don't regenerate very much discussion on the Framework hearings, but if the Convention is dissolved before they were approved then it all goes to zero1x>
The work of the investigative commissions will be returned to zero, Hoxha from KDI and Bakija from D+ also say.
If the Parliament is dissolved because the investigative commissions that are still in the procedure remain the work that has been done cannot continue the work even further if we have the collapse of the Assembly. If we have other legislatures to assume on the commissions they have a period of time operating up to 6 months at the most, and if it's finished for most of the investigative commissions that have been created now, they're only finished but they haven't completed the reports, so it starts from the beginning”, Hoxha said.
The “required those reports to be reviewed and approved as soon as possible so this work, which is only at the conclusion of the investigation commissions and law enforcement. If the Assembly is dissolved, then it all starts from zero because the new Assembly then should resume if there is access to even the investigative commissions, but also the supervision of laws that have only begun and are at the conclusion of top”, Bakija said.
The work of the Kosovo Assembly at the spring session has been accompanied by lack of quorum and failure of hearings, thus pushing the adoption of many laws and institutions' reports.
