This was a king's provision to prevent Italian efforts to extend influence in the country, treating all foreign schools equally.
Fultz left the US port of Durres, leaving the post of technical school principal since 1922, the school was established in 1921 with funds from the American Red Cross.
After World War II, Fultz would return to Tirana as deputy head of the US diplomatic mission, to be expelled from the communist government as an unwanted person in 1946.
After the fall of communism in the early 1990s in Tirana was established the Harry Fultz Foundation for the reopening of its technical school, community college today.
