Commission Director for Investigation of Aeronautics and Aeronautic Incidents (KHAIA), Mirsim Beqiri, has talked about RTK in connection with the latest case, the discovery that occurred during the flight of the airline company ALK Airlines, from Pristina to Basel. In this interview, Beqiri has indicated that there are two usually repeated problems at Pristina Airport; bird attacks and laser attacks. The “Lasers who usually happen near Pristina Airport are too dangerous for butterflies, so in any case of laser attacks, Kosovo Police reported. According to Civil Aviation Law 03 L-051 laser attacks are considered a criminal offense and could be punished up to five years in prison”, the chairman of the Commission for Investigation of Accidents and Aeronautics and Hekur history incidents (KHAIA), Mirsim Beqiri.

-Mr. Beqiri, the Kosovo Civil Aviation Authority (AACK) and the Commission for Investigation of Accidents and Aeronautic Incidents (KHAIA) has issued a joint communiqué about the turbulence that took place during the flight of the ALK Airlines aircraft from Pristina to Basel. Can you tell us something more widely about this case?

Mirsim Beqiri: On June 16, at 16:17 U n LZ-MVK's flight number VOC Airlines is launched from Pristina Airport with a Pristina destination Pristina Basel, which has encountered turbulence (stuhi) on Montenegro's territory. This plane was at flight level of FL 360 when it entered the storm and dropped by 1500 ft (approximately 500 meters). In this case the pilot has asked for a mid-level change, and for the stabilisation of the plane has stopped the pilot from taking the lead. Presequently on the plane was signaled for the seat belt. The pilot didn't declare an emergency and went on to Basel, who landed at 6:13 p.m. PM (UTC). Since there was no pilot - announced emergency, there is no need to land at a nearby airport. PM (UTC) from Basel to Pristina with a traveler who landed in Pristina at 10:20. PM (UTC) According to official information on this case, eight people have been sought medical assistance, three of them have been injured: a passenger located outside the seat, another from hot coffee water, and another from falling luggage on the seat. Five other passengers have experienced trauma. Medical assistance has been provided by medical staff at Basel Airport. From the moment we received information on this case, KHAIA has been in constant contact with the Air Accident Investigation Board in France, the Air Accident Investigation Board in Switzerland, the Air Accident Investigation Board in Montenegro, and the Air Accident Investigation Board in Bulgaria. So we've requested official information on the case.

- On such occasions what is the role of KHAIA?

Mirsim Beqiri: The Commission for Investigation of Accidents and Aeronautic Incidents at the Office of the Prime Minister is established under Law No. 03 L-051 to Civil Aviation. KHAIA is responsible for investigating accidents and incidents in aviation and railways within Kosovo or involving aircraft registered in Kosovo wherever they are, as well as on the basis of the ICAO annex, we are obliged to participate in the quality of observers in every country of the world if there is an accident or incident involving citizens of the Republic of Kosovo. So based on the legal responsibilities of the KHAIA, we've been communicating with accident investigation agencies where in this case they were involved and we've received official information about the safety of our citizens on the flight.

- There's been a series of photos of the plane's drill in the media, which looks like there's cracks inside, while ACK and KHAIA say the plane was okay?

Mirsim Beqiri: Photos of the airliner that has circulated in the media do not pose a threat to flight safety. Photographs of interior decorations rather than aircraft structure are seen. The safety assessment of this foreign plane ( SUCH, U.S.A., has been done several times by Kosovo Civil Aviation inspectors. Similar inspections are performed by other countries where the plane operates, and there was no information about any defect in the aircraft structure. So we're out with communiqués about this case, and yet I repeat that the plane was safe.

- Unlike other cases when KHAIA issued reports, why don't we have a report this time about the case in question?

Mirsim Beqiri: KHAIA, based on legal obligations, has been paying close attention and high priority to this case, but since we are not the site of the event (occurences) under KHAIA regulations and international laws we have no right to open the case but to participate in the quality of observers. In this case, the site of the incident (Occurences) has been Montenegro, and Bulgaria's registration country. Both of these countries have informed us on the official road that will not open up the case after the aviation turbulence is known as normal, while we have prepared a detailed report for the prime minister and his cabinet and we have come up with a joint communique with the Kosovo Civil Aviation Authority. If one of these countries were to open up a case, KHAIA has expressed its readiness to contribute to investigations until the final report.

KHAIA in 2018 investigated another case that has been on the same Pristina-Basel line of the Greek company “Orange2fly”, which had had a very difficult landing (Hard Landing) 3.04G at Pristina Airport and in the absence of paper on the printer had not been detected. This plane had continued eight other sectors in Pristina-Basel's relief. With the information received, we have opened investigations and contacted AIRBUS, where they took the plane and sent it to the scheme. For this case there is official report with the necessary recommendations, which has been submitted to the Parliament and Government of the Republic of Kosovo.

Are the planes that have lines from Pristina Airport safe, I mean technically?

Mirsim Beqiri: Here I want to make it clear to public opinion that the planes operating at Pristina Airport are not unique, the same planes are operating in Europe as was the case of the Bulgarian plane, where this plane during June had flown to European countries. During June alone, this plane flies from Bulgaria to England, then England and Spain, etc.

(We possess the list of all flights.) Flight permits are European permits that meet all EU standards as known in the aviation organisation's currency certificate of air worthiness (crifiate of airwork CoA), the currency certificate of the annual revision of air worthiness (airworthiness review certificate ARC). These two certificates ( The CoA and ARC are finding out about the regular technical state of an airplane. Validity Certificate and Certificate of Annual Air Validity Review ( The CoA and ARC are not issued unless maintenance is conducted in an environment controlled by the European Agency on Aviation Security ( ESA controled operation. Therefore, all aircraft operating at Pristina Airport are secure and the same operate in all European Union countries.

- There have been cases when planes in Kosovo are threatened with laser light by irresponsible persons.A. is there such cases any more, and how is it being done to prevent them?

Mirsim Beqiri: At Pristina Airport we have two problems that are usually repeated; there are bird attacks and laser attacks. KHAIA in her 2019 work plan has been designed to open two cases about these two concerns and come out with a report that includes the necessary recommendations that will then be submitted to the Government and the Kosovo Parliament. Investigations will be independent and according to EU standards. Laser attacks that usually occur near Pristina Airport are too dangerous for butterflies, so Kosovo Police reported in any case of laser attacks. According to Civil Aviation Law 03 L-051 laser attacks are considered criminal offence and could be sentenced to up to five years in prison.

- What's KHAIA's cooperation with sister institutions?

Mirsim Beqiri: KHAIA has good co-operation with sister institutions worldwide, in particular with those of the European Union. We have continued contact with everyone because we all have one goal to work together and increase security for our citizens.

KHAIA has memorandums of co-operation with England's Air Accident Investigation Board, France, Germany, Croatia, Albania, and we are in the final phase of the memorandum with the Republic of Northern Macedonia.

KHAIA is a member of the international investigation institutions of the Air and Railway Accidents. European Network of Civil Aviation Safety Investment Authority (ENCASIA) - which is a European Commission organ. All European Union countries and three Norway, Iceland and Kosovo participate in this institution. We are part of this highest EU institutions after we have met all the standards to be open with EU countries in the field of investigation into Air Accidents. So far we are the only country from the Balkans to represent observers in ENCASIA and participate in regular meetings twice a year, as well as the training that is organised. European Agency for Realway (ERA) The EU Railways Agency, in this KHAIA body, represents the Republic of Kosovo through IPA programmes and participates in regular meetings and training. International Society of Air Safety Investors(ISASI) - Air Accident Investigation Association in Washington D. C, in this society we are full-fledged members. This society is the largest in the world and is represented by all parts of the world. KHAIA participates in regular annual meetings and organised training. European Society of Air Safety Investors(ESASI) - The Association for Investigation of Atomic Accessions of Europe, here we are full-fledged members, and this society consists of all European countries including EU countries.

All KHIA investigators are trained by institutions abroad, internationally recognised where we receive regular two-year licenses for investigating air and rail accidents. Without these licenses in case of an accident or incident our investigators cannot participate in investigations or viewing evidence at the scene.

KHAIA has custody service 24/7, where one of our investigators is on duty, so all citizens for an accident or incident can report to a total of 4,90000 at any time.
