MPs said that numerous requests from that visit have been accepted by Albanian representatives there, including the Valley Union with Kosovo, in negotiations with Serbia to put their issue on track and that Kosovo assist with projects residents living there.
The chairman of the Commission for Public Administration, Nat Hasani, said it has been unacceptable that during going to Presevo at the border, the shift of official car signs had to be made, where he indicated they traveled without signs.
He indicated that at the meeting, there has been a demand to work for the Valley to join Kosovo.
We have met the National Council, with demands that have bombarded us with demands until joining Kosovo. We had gone to visit to see the situation of those who Kosovo politics has ensnared, forced them not to take this side, not that side, which in a sense is political pressure for migration, for displacement from those trends. Because some have said we're going to split the border, we're going to split that part, some have said it's going to be completely united, some so, so there's been a lot of pressure, and they're confused”, he said.
One of the requirements, he said it was also granting citizenship to residents who have been displaced in Kosovo from Presevo Valley.
He indicated that a problem the Albanians are facing there is the removal being made by Serbia's state registers.
And we were told that we have obstacles in the administration because of the removal of names from the registers, from those Serbia goes looking for in houses where they are not passive. This means that the small number that remains around 600, 700 persons there is also at risk of extinction. This is a continuing political pressure of Serbia on Albanians in silence for deportation. The demand has been that Kosovo institutions do more at the border checkpoint, and then easier moves to administration and employment”, he said.
Meanwhile, the chairman of the Commission for Education Ismail Kurteshi has said that the situation of the Presevo Valley students is very serious, where he said they continue to face significant lack of textbooks.
He said they have been reported that Albanians continue to be discriminated against in terms of employment.
“Albanians in the Presevo Valley are the most discriminated community in Europe at the time when Serbia is making huge steps towards integration into Europe, and this is also because of the silence of Kosovo institutions, even when they are in Brussels, even at meetings with internationals, as well as the silence of Albania's institutions. The requirements are for the issue of Albanians to be raised in Brussels and there to seek reciprocity compared to the position Serbs have in Kosovo, to have them there. Material support of the National Council, investments in various projects of several ministries, even possible all ministries to make it through a project I think is not too big for the Republic of Kosovo”, he said.
Kurteshi said that in addition to calling on extraordinary sessions to discuss the visit, they will ask the ministries to support the Valley with several projects. He also demanded that each MP raise the issue of Albanians in the Presevo Valley at every international forum participating.
AAK MP Teuta Haxhiu has criticised Kosovo institutions that are not providing documents to residents who have been displaced in Kosovo.
The “Albanians who emigrated from Presevo Valley and come to our municipalities in Fushe Kosovo, especially, have the largest number, almost in other municipalities. They're in some form out there from the records, and here they're illegal. Until they have documents of the Republic of Kosovo this is a problem for me of concern”, she said.
In contrast, LVV deputy Libran Aliu said the issue of the Presevo Valley Albanians should be raised in negotiations with Serbia and that full reciprocity should be required with the rights of Serbs in Kosovo.
“In negotiations that have been held so far it has never been a topic of discussing the issues of the rights of the Albanians of Presevo, Medvedja, Bujanoc. I don't think there should be any kind of negotiation in the future unless the issue of Albanian rights is brought into question. Not only that, but also a representative on the part of the citizens on that side of the Kosovo delegation. Let us not forget that from 2006 until today all negotiations that were conducted every time before the negotiations were promised that they would become the subject of discussion and have never been made. So, I think it's the end. There will not have to be any kind of negotiation in the future if it is not the issue of Albanian rights on the table. So we must be guided by the principle of reciprocity, full reciprocity with the rights of Serbs in Kosovo”, he said. &n bsp;
Members of both commissions have stated they will call in reporting all ministers to ask them to implement projects in the Presevo Valley, while with particular emphasis they have mentioned the Ministry of Culture, Youth and Sports for a project signed four years ago but not implemented.
