The initiator of this resolution, Donika Cadaj-Bujupi, in a statement given to Telegrafi, showed where the resolution is and when children in Kosovo can receive their additions.
The “Already took place several months since the election in the Parliament of the resolution on additions of children, which once marks one of the most meaningful votes of Kosovo Assembly deputies. In order to compensate for lost time as well as in order to accelerate the acquisition of additions, I have asked the Ad-hoc Commission to compile the Code for Restruction and Management of Pensions and Beneficiations from Social Security, to look into the issue of additions as quickly as possible, they are currently under way”, said MP Cadaj-Bupy.
She said she is personally committed to the majority-backed resolution of MPs in the Assembly being implemented as soon as possible.
Unlike an internal document by the Ministry of Labour on the pension system in Kosovo, it sheds detail on how this social scheme will be integrated into the pension system.
It envisions two ways in which this social scheme will be implemented, but for both, tough criteria about who the beneficiaries will be.
Based on this document, which is called “Concept-document for fixing and managing the field of pensions”, not all children up to 16 years will benefit from this social scheme.
According to the first proposed model, if a family has more than one child, then the additional value for the second child is 50 percent, for the third and for all the other 25 percent.
While the second approach applies, then the benefits will be only the children of households who have at least one person on the job and receive below 60 percent of the average of family income in Kosovo. In this case, I will receive only one child in one family, while the second child, if he has a 50 percent value and the third and others, will receive 25 percent of the value.

The Kosovo Assembly had adopted resolutions for additions of children by 61 votes, one against and two abstentions, on November 7th, 2018.
