Who is General Timothy Orr and what is the importance of cooperation between the KSF and the National Guard of Iowa?
It was 2012, when former Kosovo President Atifete Jahjaga and former American Ambassador to Kosovo Christofer Dell had signed a co-operation agreement between the Republic of Kosovo and the United States of America, which was known as é SOFA. The agreement signed on February 18, 2012, as it was announced at the time, defined the legal establishment of US military personnel and American citizens working in Kosovo in programmes supporting common security. The agreement would particularly include the National Iowa Guard in the state partnership programme with KSF.
