In the ministerial panel for fiscal policies of the International Monetary Fund, Hamza has suggested that since Kosovo's declaration of independence, the priority has been to raise the low level of public capital stock.
In view of this priority, Kosovo's capital investment budget is quite high as a percentage of Bruto Local Product, but as a total of expenditures. Furthermore, the budget for capital investments behaves around 35% of total public spending with a implementation rate of around 90 percent, thanks to these investments Kosovo has managed to have a basic infrastructure increasing the stock of public capital now to 50% and is much lower than in the region's countries that behave around 60% plus in view of Kosovo's newest state in the Balkans.”, he said.
The ministry's first one also stressed that as far as infrastructure priorities are concerned, Kosovo's other focus is on improving road infrastructure, education, health and energy.
According to him, Kosovo as a new state has numerous needs for financing, but at the same time, also for increasing the rate of economic development.
“The way financing Kosovo public investment, capital, in addition to being done and made large out of the state budget, Kosovo has very good co-operation with numerous International Financing Organisations, where through agreements these organisations participate in capital investments, which help us achieve the goal of economic growth and very positive social results”, he has said.
