From plans to develop gambling and bookies, to the Law to close them everything that Haradinaj Government did for the game of fate

The killing of two young people at their job places at casinos in Suareca and Lipjan has prompted public response against the games of fate.

MPs from the Democratic League of Kosovo, viewing this phenomenon as disturbing, immediately called for extraordinary session of the Kosovo Assembly to suspend the activity of these games.

The head of the party's Parliamentary Group, Avdullah Hoti, wrote that the games of fate are the environments that are damaged, violated, and killed by citizens, so urgent measures must be taken against them.

Thus, the Kosovo Assembly today held the session, and with 74 votes, it approved the resolution obliging the Government of Kosovo to initiate legal procedures for preventing the activity of the game of fate, until the change of the law is met, and within 30 days it will bring to Government the completed law banning their activity in a period of 10 years.

After the Parliament's session, Prime Minister Ramush Haradinaj also announced that his office has immediately taken measures against this ongoing phenomenon.

Honored citizens, for the next Government Meeting, the Prime Minister's Office has prepared the law, which will abolish the existing law and ban the game of fate”, Haradinaj wrote on Facebook.

But how it is possible that the Haradinaj Government changed their policies for gambling and game of fate so quickly.

In the last months of 2018, the Haradinaj government had drafted a concept-document aimed at removing tax barriers for the game of fate, as stimulus for their legalisation.

The Haradinaj government's reasoning even stated that this initiative in addition to economic development would bring employment.

The concept of fate games was adopted by the Government of Kosovo in order to pave the way for drafting a bill that would regulate this area.

The Kocept-document initiated by the Ministry of Finance aimed to bring into check the fortune games.

Reasoning this document was unacceptable to many people. This, the government said, promotes economic development and creates new jobs.

The current law had been rejected because it contained provisions that were described as stimulating for tax evasion and are obstacles to voluntary meeting taxes.

With this law, lucky game operators, in addition to tax duty, are obliged to pay monthly excise and municipal tax, which directly affects the promotion of economic operators in avoiding tax”, it is said among other things in this concept.

In addition, the government intends to completely remove the excise tax.

“The administrative cargoUlje for business-long length of license quality and the elimination of the excise tax will significantly reduce administrative burdens for businesses”, said in this vision of the Haradinaj government for the game of fortune.

But, in the Kosovo Government concept, their vision is said to be increasing the number of new jobs, as strengthening the operational capacities of the game businesses of fate meant boosting the need for additional labor force commitments. In the proposed option in this government vision, there will reportedly be an increase in the number of new businesses to come due to improved business climate.

And this vision aims to improve the climate of doing business will bring more foreign direct investment to Kosovo in this sector.

Reactions were numerous against this Haradinaj Government policy.

Isa Mustafa had said such initiatives, the government turns Kosovo into “lavaric of dirty money”.

Strangely, Prime Minister Haradinaj had a different stance than that his cabinet had approved in the new vision of the fortune games.

I had taken all these lucky games off all of them. I've been under a lot of attack over this case”, Haradinaj said.

It is reported that the total number of businesses licensed for all event games of fate is 48.

According to ATK, the total betting activity businesses are 23, while licensed booking units are 293 betting units.

Albania's government has recently made a decision to close all points of lucky-game industry -- a phenomenon which in the Albanian state is widespread. / P ERISCOPIA
