Through a response, it is said that the British Embassy's draft support for public sector recruiting has twice supported the process of selecting the director of the Agency's Executive Secretariat for Comparison and Verification of Property.
It claims that the first process was canceled by the Parliament, while the second process, conducted transparently and merithocracy, identified only one candidate who met the conditions.
The recruiting report, which was made by the partner who implemented the project, has been distributed to all leaders of parliamentary groups in the Kosovo Assembly. Unfortunately, last week, the Assembly failed to select the identified candidate who met the conditions and instead appointed a candidate that is not appropriate according to professional assessment. This is a clear violation of the Memorandum of Understanding between the British Embassy and the Kosovo Assembly. It is fair of Kosovo institutions to appoint candidates from the list of candidates who meet the” criteria, the Embassy's response reported.
Furthermore, in this case, in the candidate election that is not considered appropriate, institutions have shown not only a lack of commitment in implementing the joint project, but also, most importantly, the lack of commitment to the mandate and work of the Agency for Comparison and Verification of Property.
This decision makes us doubt whether the parliamentary majority in the Kosovo Assembly has the political will to make appointments under meritocracy. As a result of this unfortunate decision, the British ambassador has resigned from his position as chairman of the Agency for Comparison and Verification of Property. His resignation has also been sent to special EU representatives. He thanks the current leader and staff of the Agency for Professionalism and steadfast dedication during his term on board, and asks for them and the organisation's future success of”, it says in response.
