The new Kosovo government will inherit an entire list of unresolved issues, the Balkan Policy Group report says, reflecting the works facing new institutions, with particular emphasis on the government.

The report considers key needs for reforms in the field of Public Administration, meeting the Aegean for European Reform. [ Footnote] ERA] reforms that emerge from the Stabilisation and Association Agreement (MSA), the question of dialogue with Serbia, foreign policy, the justice system, education, health, environment and economic development.

Naim Rashit, director of the Balkan Policy Group in Kosovo, told Radio Free Europe that the new government, which will likely be formed on the coalition's basis between the Vetevendosje Movement and the Democratic League of Kosovo, will inherit many unresolved issues.

One of the issues mentioned in the report is that of laws and reforms that are required by the European Union (BE).

Rashit says there are two-three powerful instruments which, through co-operation with the EU and processes, such as meeting the Agency for European Reforms (ERA) and Stabilisation and Association Agreement (MSA), can make substantial changes in the functioning of Kosovo institutions towards meeting the European agenda.

The new government must continue with reforms, fight corruption, organised crime, in parallel lobbie all member states to finally make the decision on visa liberalisation. So, there is still a lot of work in relation to the EU and reforms and there would be a big mistake if the future government decided to integrate the European Integration Ministry with that of Foreign Policy”, Rashi said.

Integration of ministries is one of the goals of LVV and LDK aimed at reducing the number of ministries.

The Balkan Policy Group, among other things, says institutions, should have a focus on the reform agenda, take them in ownership and put them at the centre of policymaking.

The functional review of the rule of law sector and justice 2020 will continue even under the new government, the report said. It is reminded that the outgoing government failed to open the chapter. ERA The European Union, which has to do with the European Reforms Agency, is projected to drop the government.

“ERA II's to be launched immediately after taking office by the new government, so this issue requires a new combination of legislative and initiative actions so that the first phase of the reform process is built and fully implemented” is highlighted in the report.

Rashit considers that without reaching a consensus between the leaders of institutions and political parties, there can be no tangible results on many challenging issues for Kosovo.

The tense political relations in recent years have left many processes behind, not only in relation to dialogue with Serbia, but in many respects in key reforms, visa liberalisation, in regional co-operation, in economic development, in fighting crime and corruption, in northern integration. So the failure to reach a consensus on specific issues remains the main concern”, he said.

He says there is no doubt that Kosovo has met EU criteria for visa liberalisation, but with the very fact that it did not yet receive liberalisation, Rashi says institutions must continue with additional commitments, especially on the level of rule of law, fighting crime and corruption. An added commitment to meeting the European agenda, according to him, would provide additional arguments to states within European institutions that are seeking Kosovo's involvement in visa liberalisation.

Meanwhile, analyst Butrint Berisha from the Pristina Institute for Political Studies told Radio Free Europe that Kosovo's new government, after receiving the mandate, should primarily make full implementation of the document “ERA” to move forward with the next steps towards meeting other requirements.

The maneuvering space for the new government, said the Balkan Policy Group report, would be limited by socioeconomic reality, inefficient administration, with huge lack of funds and an dysfunctional party system.

Even 11 years after the declaration of independence, analysts, Kosovo and its institutions are facing many challenges on both the domestic and international plains. Political analysts consider that among the biggest challenges remain: rule of the law, advances in the European integration agenda, improved state image, economic development and fighting crime and corruption.
