There are two more disturbing things in Kosovo education than PISA 2018

Following International Rating Publishing PISA 2018 I see legitimate public concern for Kosovo's ranking in this assessment. However, I worry about the fact that this public concern, and worse the concern of institutions, is not properly addressed. In other words, I consider that we should not worry about and mourn Kosovo's unhappy rankings at PISA 2018, because in a race one should rank last; even if it is a strong race, the last can have valuable values. We have to worry about two other things, which, however seemingly, is reflected in PISA's 2018 rankings, according to my belief, their reflection is very pale. Concretically from the Kosovo ranking to the PISA result does not come out clearly: (1) the STAT major defeat regarding the meaning of the test P ISA; (2) does not come out clearly, nor in the nearest, low level of educational organization in Kosovo.

First concern August doesn't know its role in relation to PISA test.

Second major concern: Kosovo education organisation rate

Education organisation in Kosovo suffers from several major shortages and diseases. The first one, Kosovo has not yet had prime minister with vision for the country's education. So, always the vision of Kosovo education remains a burden only to the minister of education. The second, even worse, Kosovo has not yet had education minister who has had vision of Kosovo education. Because of these two major shortages in these 20 years, we have been followed by a paradox, so far the education ministry ( August, first of all, has not served educational organization! First of all, August has had party, group and personal agendas. The third is what is observed and which directly harm most of the diseases of organizing our education. “Experts” of education are inclined to tell us that education in Kosovo suffers because of the non-resistance of certain methods and processes with sub-special terms that neither of the post-war education ministers, either of the reactors, even the deans of Kosovo's education faculties. Not honoured “expert”, education diseases in Kosovo are simpler, more serious, easier to see than those “special “”. According to my belief, the major diseases in our education are:

Then these guys, they do their mission. Today, therefore, educational institutions are more like partisans and social schemes. Because these corrupt or muscle leaders have no vision for the institution that leads (because they are not required), they are most concerned with the institution's ark. In the compartment of the ark, it is not the worst they share mostly for their own pocket; it is that they share many other people with muscles (which are usually for punishment, not for ransom) in order to buy the following mandate.
Under these circumstances, education in Kosovo keeps a handful of idealists and a majority of education workers working in vision; hence, not state organisation on the part of August. Therefore, any attempt for the subtle analysis of Kosovo's outcome at PISA 2018 is wrong, because the analysis would be to get away from the goal of a future educational government. In other words, the test P ISA is designed to assess functional (normal) educational systems, not like ours.

What should the new minister of August do?

If he is an expert on education and whether he is committed to education and education alone, the next minister: first, establish rigorous rules for leaders of leadership positions in education; second, he sets high standards in implementing law, statutes and regulations; and third sets 3-4 priorities for his mandate, and one of the priorities should be thereafter radical policy in strengthening FAKULTEV E EXODUS. Today, the faculty of education (pre-university teachers' divisions) are the worst in our universities, have weaker leadership, have mainly weaker teachers and recruit mostly weaker students.
After 2-3 years of working with these premises, there was also a cash test for education, with special terms for education.
