The LDK's Avdullah Hoti, once again has spoken of the initiative of Western Balkan leaders for the Balkan Miniseny.
Hoti has given six reasons that, according to him, this project is not in Kosovo's interest.
Hoti says with such an agreement, Kosovo is unable to impose full controls, tariffs or reciprocity, as well as enable unhindered movements for Serbian officials coming to Kosovo for political campaign against the state of Kosovo.

The Balkan Minister is another mode of the Balkan Customs Union, which we have rejected in 2016. Here are some reasons why this project is not in the interest of Kosovo and most countries in the region:
- Kosovo is unable to impose controls (tarifa, or full reciprocity) for goods that corrupt the Kosovo market, primarily towards Serbia and Bosnia as two countries that do not recognise Kosovo and prevent it in any form.
- Unhindered movements for Serbian officials coming to Kosovo for political campaign against the state of Kosovo, without being able to stop at the border due to “free movement” without prior permission enabling the minister.
- It de-fractifies Kosovo politically and economically in the context of regional relations, as the agreement implies delegation of state power to the minister.
- Kosovo economically favors Balkan states that are limited to EU member states through tax policy, meanwhile, Kosovo has no borders with the EU.
- It creates opportunities for the invasion of goods from Russia and the countries of the Russian economic zone because Serbia has free trade agreements with Russia.
- As the country with the largest economy in the region, Serbia through this idea is trying to keep the Balkan region out of the European Union as long as possible, pending the creation of other geopolitical balances with Russia's added role.
