Independent agencies in Kosovo “welcome birds” to party militants

Today, every state operates in an environment and variable circumstances. As such, he must respond to the profound transformations that take place in society. Nothing should be left to good will and all must be done in the function of public interest. It is very specific to build public administration in war - torn countries, including the creation of independent agencies.

Although the new state, the Republic of Kosovo has also established independent institutions, which are the element of functional democracy. Part of them are part of the executive, and others operate under legislative authority oversight.

Within the framework of some ministries of the Government of the Republic of Kosovo, agencies have been established, which on behalf of managerial logic have been created in order to in principle be tasked with ministry missions. This automatically implies weakening the Government's accountability to the Parliament, also weakens or reduces the responsibility of ministries, the public policy process made it more technocratic, but can also create incompatibility to implement policies, though the goal of establishing independent agencies is to separate policymaking from implementation and decentralisation of governance.

While the existence of independent agencies and institutions is necessary, they must first meet the quality criteria, but in most cases that does not happen. In the Republic of Kosovo, over 40 independent agencies, which even though they have such appointments, still the main challenge remains to address them by decision-making institutions because these agencies have difficulty developing and completing their activities because of political influence. The leaders of these agencies serve political parties rather than policymaking.

Although the responsibility of independent agencies is to exercise independent authority, with orderability or supervisor, they are used for rehabilitation of political party clienteleism, thus becoming political-dependent agencies, with cʹrast creating a nonprofessional work, irresponsibly, and finally defunct the overall activity of these agencies.

By making appointments to party bases, nepotism and party clientism, an amount has been created, but not the quality each state needs, especially Kosovo. Just like nesting swallows, political parties have made their agencies (without) fuelling “birdgoing” for family members and party militants, which has affected poor performance, irresponsibly, huge opportunities for corruption, the loss of the state budget for the functioning of each agency, as well as for wages of the large number of employed in the large number of existing agencies.

Analyzing the existing number of independent agencies, their functioning, the results they produce, almost every Kosovo citizen gets the dilemma for the need for the large number of these agencies, the quality of work and results they produce. Their creation has actually only burdened the state budget, making the citizen even more poor and enriching the pockets and bank accounts of public officials in the Republic of Kosovo.

Despite the ability and sacrifice of state making, institution building and democracy of the modern state, syndromes such as nepotism, clientlorism, corruption, the possibility of maintaining monopoly and realisation of economic crime are ruining a state cell, bringing to the core of the state a bad, political influence, which neither the state nor the citizens of the Republic of Kosovo.

The public administration with its many rails needs to be repaired and converted into administration on the values of professionalism, efficiency and impartiality, to ensure public administration according to distinguished Western traditions, administration outside the influence of politics. Therefore, after the certificate of the results of the 6 October elections and the establishment of the Government of the Republic of Kosovo in its mandate, this Government will also have a “flight” not easy at “The turbulent” of the large number of agencies (without) independence.
