The head of the LDK Parliamentary Group, Avdullah Hoti, has said the current government has no courage to deal with the association of Serb municipalities, and, as a result, the draft association statute has been sent to Brussels by bypassing the Government of Kosovo.

The association was created with the 2013 Agreement, which was ratified in the Assembly. Meanwhile, the 2015 agreement is technical, implementing Kosovo's international obligation by the 2013 agreement. That is what the Constitutional Court said in paragraph II of the KO-130/15 Act of December 23rd 2015.
