The Thaci family deepens influence on the Bureau of Security, Gani Thaci's cloud will manage the millions of BKS

Millions of the Kosovo Insurance Bureau's Green Carton Department will be managed by the cloud of Gani Thaci, the brother of President Hashim Thaci, who currently holds significant positions in the BKS. Edona Ahmeti, who is the girlfriend of the Thaci Condition, from June 16th officially has been placed at the helm of this department.
The mobilisation of Kosovo Insurance Bureau directors, for the appointment of relatives to this institution, has continued even now when discussions have begun so that Austria can cover Kosovo in the field of Green Carton.
Since June 13th, just at the helm of the Greenton Department, Edona Ahmeti has officially been appointed. She's the girlfriend of the Thaci Condition, Gunny Thaci's son.
Gani Thaci, brother of Kosovo President Hashim Thaci, is currently co-ordinator of the Kosovo Insurance Bureau, as he resigned from the position of Executive Director in March this year.
The newspaper Insider has secured the decision on her appointment to this important position.
It says Ahmeti, who has been arranged as task manager of the Green Carton director, now passes to director “as well as the job contract continues by 31.12.2018”
At the second point of this decision, however, it is said that conditions of the labour contract remain the same.
Where the decision had entered into force on appointment day, while it was required for Ahmeti to apply for license from the Central Bank of Kosovo.
The responsibilities of Greenton's department director, the position already held by Edona Ahmeti, include tasks from the most important and sensitive within the insurance industry.
Starting from implementing understanding agreements on border policy with countries in the region to preparing Kosovo for membership in the International Bureau Council, the Green Carton device, respectively.
The newspaper Insider has asked the Kosovo Bureau of Insurance, information concerning Edona Ahmeti's appointment in this position but has not yet received an answer.
The BKS has not shown which criteria Edona Ahmeti met to decide in this position.
Edona Ahmeti's nomination and resignation
This is not the first time the news of Gunny Thaci, the president's brother, takes this position.
Last time, however, Edona Ahmeti had been appointed as the manager of the department's duty.

But Gani Thaci, who held the position of executive director in those days, had been contacted by Inseder, declared that he was not in the office and was unaware that Edona Ahmeti was appointed to that position.
The newspaper Insader had written about her appointment on 11 August, two days after the decision by the Kosovo Insurance Bureau Administrative Council.
While four days after reporting on this appointment, the Kosovar Security Bureau had announced that Edona Ahmeti had resigned.

Millions of euros earn insurance companies from lack of Green Carton
Hundreds of millions of euros have benefited insurance companies in Kosovo with the argument that the country is not part of the Green Carton.
Only between 2002 and 2015 have they collected about 130 million of the border security fees. These payments have been mostly run by exiles coming to Kosovo during holidays, writes Insander.
The insurance industry has argued high border security fees with the fact that they are obliged to pay the eventual damages because Kosovo is not part of the Green Carton.
But the amount of damage is much lower. Only 10m and 300 thousand euros have been paid for compensation damages from insurance companies, based on Central Bank data.
Now, however, a step has recently been taken toward the Green Carton. The Board and Finance Commission has launched the initiative to resolve this problem. There are already talks that Austria can cover Kosovo, Insander writes.
The chairman of this commission, Lumir Abdixhiku, has announced that they have held a meeting with senior representatives of HINAqua Austria.
According to him, the cover from Austria's state would imply that Kosovo citizens can be equipped with Green Carton in Kosovo; and our diaspora would not pay millions of euros in insurance every time they come here as they have now done 20 years.

Gani Thaci's son's friend company benefited hundreds of thousands of euros from BKS
Except that Guni Thaci's youth had been appointed director of the Kosovo Insurance Bureau, even the company associated with the boy's friends had won the tender hundreds of euros in tenders from the institution.
But the Kosovar Insurance Bureau had a big problem with this contract.
The company “Alt3c”, owned by friends of Gani Thaci's son, allegedly benefited thousands of euros from the Kosovar Insurance Bureau, contrary to the rules specified by this institution.
Gani Thaci holds the post of deputy director general at the Kosovo Insurance Bureau, which has contracted four years to the private firm, owned by Visar Emin, Mark Vuksan, Ilir Pusca and Ardian Kelmendi. At the time of the contract signing, the office of director was held by Faton Abazi.
The company benefits 1 euro and 17 cents for every insurance it registers on the bonus-Mallus system. Insurance companies are estimated to spend over 400,000 euros within a year on implementation of this system.
But administrative directives for implementing this system do not expect financial means for registering public and state-owned cars.
The company “Alt3c”, has ignored this directive and has injected tens of thousands of euros from the car registration system of these categories.
The move, according to the Central Bank, is contrary to regulations in the insurance industry.
“The BQK is informed that the contracted company for the bonus-Malus system has calculated provision for official state and public vehicles, which, according to “The introduction of the bonus-malus system for legal persons”, approved by the BKS General Assembly on July 6, 2013, is not valid for the application of the bonus-Malus” system, said in a BQC response long ago.
In addition to complaints by insurance companies to create monopoly, the BKS has now complained that the private company has collected thousands of euros in opposition to regulations. According to the BKS, the private company has also benefited from registering public and state car systems, which are excluded from the Bonus-Malus system.
