Hoxhaj has repeatedly stated that there are three issues that need to be resolved before the Balkans joins the EU. The first was this between Skopje and Athens, while the remaining issues to be resolved are the issue between Kosovo and Serbia, as well as the functioning of the state in Bosnia.
