The Council of Europe has published a draft document concerning its conclusions regarding the enlargement and Stabilisation Association Process for Balkan countries. Among them is Kosovo, where the council has mentioned several points and praised some of Kosovo's agreements, such as the Association Stability, the Demarket Agreement with Montenegro, the Specialised Chambers, and the extension of EULEX's mandate in Kosovo.

In this report, the council has reportedly welcomed ratification of the border agreement with Montenegro.

The Council welcomes ratification of the border agreement with Montenegro on the part of the Kosovo Parliament, which represents meeting one of the criteria for Kosovo visa liberalisation. The Council takes into account the Commission's intention to present an assessment of the final reference in strengthening the fight against organised crime and corruption, and invites the Commission to report whether this condition is continuing to be fulfilled”, it says in this report.

As far as dialogue between Kosovo and Serbia is concerned, the Council has reportedly welcomed the talks that are being made with mediating EU Representative Federica Moghrini with the aim of normalising relations “, including in the form of a legal obligation/agreement, which is the key to their respective European and essential ways of regional sustainability”.

While, this report also highlights the creation of the governing team to draft the status of Association or, otherwise, municipalities with the majority Serbs in Kosovo, in line with the Brussels agreement, and expects both sides to meet this quickly and other agreements such as energy, the Mitrovica Bridge, mutual recognition of diplomas and others.

The Council urges Kosovo to quickly implement all past agreements and engage constructively with Serbia in formulating and implementing future agreements”, the report said.

This report also mentions the murder of Serbian politician Oliver Ivanovic, calling on Kosovo to urgently intensify its efforts to improve rule of law.

The Council notes that the rule of law in northern Kosovo has particular challenges, especially the fight against crime. This requires urgent and efficient co-operation of all acts, and remains deeply concerned about the murder of Oliver Ivanovic in northern Mitrovica in January 2018. The council stresses the necessity of bringing the leaders to justice. Kosovo also needs to continue to intensify the fight against organised crime and corruption”, says in this report, it broadcasts Indexline.

As regards the fight against radicalism, extremism and terrorism, the Council has reportedly noted substantial progress.

Specialised rooms are part of this report. The council's conclusions say that Kosovo must continue its continued commitment to the Special in line with its international obligations and to ensure rule of law, fundamental freedoms, justice and reconciliation.

While, the whole end is said to have welcomed the agreement on extending the EULEX mission to Kosovo by June 2020.

The council urges our country to continue co-operating closely and effectively with EULEX.
