The Kosovo government is still reviewing the management team's work report, which is in charge of drafting the Serb majority municipality Association statute.
The Kosovo Government Co-ordinator in technical dialogue with Serbia, Avni Arifi, told Radio Free Europe, that the government still has no stance regarding what that report contains.
The management team, consists of only members of the Serb community, so the draft has been handed over to the government in the Serbian language, with letters and Cyrillic alphabets. Thus, the Haradinaj government now needs time to translate the text.
“That document is in its translation and once completed, we will be declared for its 48x1>, Arifi said.
He did not want to comment on the contents of this draft status, which is under way.

Speaking of the composition of the drafting team of the Association statute, Arifi said his composition could not be changed and cannot be changed, as such a composition is envisioned with the agreement reached in Brussels.
“It is international agreement that the managing team have only four Serbs and no Albanians, and this has been the insistence of the Serbian internationals and sides that the agreement signed by Kosovo representatives, which has been, be respected”, Arifi explained.
On the other hand, political analyst Imer Mushkolaj told Radio Free Europe, that given the composition of the body, which has prepared the statute for the establishment of the Serb majority Communist Association, it is not expected that it will be a statute, which, therefore, Asocicon, will see, or predict as an organisation without executive competence.

Mushkolaj said the signing of the agreement in Brussels itself has made it clear that this association has executive competencies.
We also had the Constitutional Court's conviction that 23 articles were contrary to the constitutional spirit. The Ministry of Management of Local Power last week has handed a report to Kosovo Prime Minister Ramush Haradinaj about the work of the management team.
Forming the Association of Serbian municipalities from official Belgrade and representatives of Kosovo Serbs is seen as the key issue in talks between Pristina and Belgrade in Brussels.
Meanwhile, Kosovo institutions are insisting on implementing all achieved agreements, which, according to Pristina, have been blocked by Belgrade.
