These were said on a TV show from the mouth of one of the KLA founders, currently deputy head of the Kosovo Assembly. Words that were conveyed with dark, impatient faces. He could not cover the space that his own words describe for eventual abuses. There were lack of documents, lack of legal orderliness, lack of clarity. It's natural.
