According to Automes Law, No. 05 L-1232, Article 43, the owner of the vehicle cannot do registration or continuation of vehicle registration by motor action, nor the switching of the owner, without making fines for countering road traffic.
This decision serves to increase the efficiency and effectiveness of paying fines for acts of backlog in traffic.
The purpose of this decision is also to prevent and reduce the number of traffic accidents.
