Communities clash sharply because of 1.8m euros, minister intervenes

Labour and Social Management Minister Skender Recica, who reported to the Commission for Rights, and the Interests of Communities, concerning implementation of the project to build houses for the non-multiary community, said this project has stalled and that it is not beginning to be implemented due to the frustrations of representatives of communities in the country.
He said that the split fund of 1.8m euros, which has been loaned to the ministry he is leading, has not yet been affected, since communities have not submitted their projects to build houses.
While saying that if these non-communal agreements continue further, it will require the Government that the 1.8m-euro means return to the Kosovo budget.
“There is no agreement between groups of non-party communities, I do not intend to start procedures, to displease one group or another group. Because in the last instance, these tools are for all communities, and I'm going to start procedures only when there's full agreement between those who are claimed to be the means for them. And if you continue with this situation I don't have a choice, just to see the possibility that in budget review, I ask the Government that these tools be removed from the Labour Ministry. Because at the end of the year, my performance will turn out bad as far as budget implementation. For not coming up to this I am very kindly begging all present here, but and those who are not here to sit down, to talk about finding a solution, that these means of which I repeat this time is for improving and raising the welfare of all communities not many in Kosovo, to agree and come with their projects to start the procedure. I wish you would agree among yourselves and come with a document that has full compliance, that these tools will no longer have the displeasure of either group 6 +, nor those that are not part of Group 6+, in order to open up the possibility of starting development procedures for implementation of” projects, the Labour Minister said.
MP Veton Berisha said they have complained to the minister, as he said the Egyptian community, whose rights -- as well as Goran -- is being expelled from this fund.
“Why have we raised this issue, because we have openly seen that the Egyptian community and the Gorani community are trying to be excluded from this fund. It has been requested by a parliamentary group that these communities be expelled. The reasons we don't know. We know from the angles of those who have been interpreted, but the constitutional and legal reasons we really don't know, and we probably don't even want to know. I'm still saying I'm interested in starting this project as soon as possible, because it's a very important project for us. There is no need to be overlooked for the political interests of certain persons... the heavyness of all this work, it has been that from our MP colleagues, from the 6+ group, it has been said that if the tú and your Egyptian community, will be part of this budget, it will participate in this budget, it has been said that this is going to become a chemical, it will become a yogurt. It is said here that if this budget is affected we will make crazy”, Berisha said.
His colleague Danush Ademi from the 6+ group said Berisha himself has sought not to be part of the community code, thus violating the community's right to represent.
If someone wants to give me a political color and goes in favor of someone who's interrupted this project and goes to the test, it's a sin. We're not that budget to go to the test. We know that someone's interest if I don't get the very interest of Veton Berisha, to hinder the construction process. Because he loses political points on the ground. There's a group coming up and we're gonna cut it off because of the political poets. I know we don't have a choice early on. I don't know who's looking for them. But elections are not won by obstructing the process of social cases building... that the Lord has earlier distanced from any community requirement that we make. It has distanced itself to the assembly, says I should be equal to all citizens of the Republic of Kosovo. I don't want a separate code”, he said.
Even Albert Kinoll from 6+ said it should remove doubt that no community has anything against the other and that these tools belong to all communities,
I'm reading. Do you understand that? It's not about wrongdoing, man. This is for Labour Minister and Parliamentary Group 6 +. What is the logic we asked for other communities. Why these other communities didn't take advantage of their right as we used the constitutional right to, to apply as we did. That's what I understand. We didn't commit violations, we applied. Why the same request has been made by other deputies. Now we can sit down, Albert, Danush knows what. You've got 1.8 million we've got the 800 grand specifics for building houses, colleagues. We have the same suffering and pain”, Kinoll said.

I understand that this fund, these tools are dedicated to communities, then I don't see the bad cure, with all communities involved, that this alone is not the law and the Constitution of Kosovo. By contrast, in the Commission for Rights, the Interests of Communities and of Kthim, it was pre-arranged to report and the Minister for Communities and Kthim Dalibor Yevtiq, regarding implementation of the project for building homes for the community not majority, but he was not present in the Commission.
